In order to strengthen the construction of rural teachers,improve the quality of rural education,and promote the balanced development of basic education.Since 2009,Hunan Province has actively and steadily implemented the Special Post Project.Through open recruitment of college graduates to teach in rural schools which below some counties in our province.The project encourages college graduates to engage in education at the grassroots level in rural areas to improve gradually the structure of rural teachers.Since 2010,S city has implemented Special Post Teachers to recruit teachers to rural schools.The implementation of policy has played a significant role in the development of rural education in S city for several years.This study conducted in-depth interviews with12 primary school teachers in various townships in S City,Hunan Province,which understand the evaluation of policy implementation of primary school Special Post Teachers on the pre-employment recruitment,employment of rights and responsibilities,and the end of the employment in policy guarantee.Through investigation,it was found that the pre-employment recruitment policy of the special post plan are transparent and open;the implementation of the policy has eased the employment pressure of college students,optimized the structure of the rural teacher team,met therequirements for teachers in rural school courses,and improved rural education quality and the overall appearance of rural schools.Special Teachers in primary school expressed great support for Special Policy.However,during the interview process,Special Post Teachers in primary schools also raised some problems in the implementation policy: the adjustment of the pre-employment recruitment model led to an increase in subjective factors,and the original purpose of the policy gradually lost during the implementation of the recruitment principle;The policy promotion is not in right place and the pre-employment training content is not practical.Besides,there is a lack of supervision policy and implemented is not good during the post.Finally,there is a lack of humanistic care policy for Special Post Teacher after the expiration of the employment period,and the implementation of the relevant guarantee system is insufficient.In order to further promote the effective implementation of the Special Post Project,the study have given some actable suggestions: First it to increase preferential policy and continue to implement the provincial recruitment examination mode.Second is to establish special post offices and public rental housing,strengthen supervision and conduct targeted training.Then,after the expiry of the employment,you can reapply for reversing post online,strengthen humanistic care for the remaining teachers and adjust the corresponding policy to support.Finally,as aSpecial Post teacher in a primary school who service has expired,the author uses the first-hand information obtained in the interview and combined with his experience,which from the teacher professional development,career plan and selection and cultivation of Special Post teachers to reflect.The purpose is that Special Post Teachers in rural areas can really stay and promote the long-term development of rural education.
