"Education is the foundation of national development in the long run,and teachers are the basis of the education plan",it can be seen that the key point to improving the quality of education lies in teachers.In order to improve the quality of rural-based education and teaching in the Mid-western of China,and to innovate new mechanisms for supplementing teachers in rural areas,so that backward education in rural areas can be improved.China has implemented the "Special Post Project"since 2006,and in the 12 years from 2006 to 2017,a total of 635,200 special post teachers were recruited in China.From 2010,in the eight years to the end of 2017,Hunan Province has recruited 44,455 teachers through the implementation of the "Special PostProject".Qidong County has implemented the "Special Post Project" since 2010,and by the end of 2017,it has recruited 1,336 teachers in special posts.Through the review of previous literature,it can be learned that the implementation of the "Special Post Project" in Qidong County was a success:a comprehensive analysis from 2014 to 2017 of the recruitment of teachers,the establishment of headmaster,education administrations,students,questionnaires,the interview of students' parents and teacher colleagues,was conducted in-depth analysis of the five dimensions of support,satisfaction,rationality,relevance,and matching.The research shows that the implementation of the "Special Post Project" has not only eased rural areas'insufficient of teachers,and also optimizes the structure of the teaching staff.The recognition and support of teachers have been obtained from special posts,parents of students,school principals,and leaders of administrative departments.At the same time,however,the study also found that due to the flaws in the top-level design of the"Special Post Project",the supporting policies were not perfect,and the standards in the implementation process of the policies were not strict enough.The project also had some problems.There exist problems in the"Special Post Project":The personnel syste had been lax;"Teaching is not learning"behaviour are fairly common;the class hours are sufficient,A number of"the special post teachers"have class hours more than sixteen every week.Faced with many deficiencies in the specific implementation process of the "Special Post Project",the following four aspects of improvement methods are proposed through research and conclusion:First is to improve policy support;second,to enhance policy rationality;third,to improve policy appropriateness and the fourth is to increase the satisfaction of the policy.
