Research On The Performance Evaluation Index System Of University Infrastructure Project

Obtaining objective and scientific evaluation results and applying the evaluation results to the implementation of university infrastructur project management is the main goal of promoting the implementation of university infrastructure project performance evaluation.To achieve this goal,the first task is to build a scientific and reasonable performance evaluation index system.After years of exploration,the central and local governments have successively introduced budget performance management measures at all levels.The "Financial Rules for Capital Construction" promulgated by the Ministry of Finance was formally implemented on September 1,2016.The content makes specific provisions.There are relatively few domestic researches on the construction of performance evaluation index systems for the characteristics of university infrastructure projects and the requirements of target benefits.Generally,the practice in practice is that the project investment and construction unit declares performance targets by itself,and designes index weights.It is easy to cause the performance evaluation to be in the form,the evaluation results are not scientific,and the application of the results is not comprehensive.Therefore,this article takes the current stage of financial project expenditure performance evaluation requirements and the provisions of the Capital Construction Financial Rules on performance evaluation as the starting point,combines the characteristics of university infrastructure project construction,analyzes the problems existing in university infrastructure project performance evaluation,according to the life cycle Theories and stakeholder theories,research and build a set of scientific,reasonable,effective and universally referenced university infrastructure project performance evaluation index system to obtain scientific and reasonable evaluation results,and promote the improvement of university infrastructure management level through the results feedback.Through the analysis and application analysis of the performance evaluation of university infrastructure projects,we design the performance evaluation indicators of university infrastructure projects from two dimensions and construct a reasonable indicator system: First,the performance evaluation of university infrastructure projects is divided into three stages based on the project life cycle theory.Including the project planning decision-making phase,construction implementation phase and output operation phase,the research and discussion of the entire process performance management;the second is to identify core stakeholders at each stage,focus on analyzing their interests,and combine the `` financial construction financial rules '' ? And budget performance management requirements,try to build a performance evaluation index system for university infrastructure projects with a comprehensive performance management pattern based on stakeholder satisfaction.Finally,taking the University of Materials and Chemical Engineering Experiment Building as an example,the above performance evaluation index system was applied and verified,and the evaluation results scores were obtained,and the scores basically reflected the performance levels of the case projects.The performance evaluation index system for infrastructure projects provides a reference and reference for the performance evaluation of infrastructure projects carried out by universities,especially when guiding,designing and reviewing the performance goals of university infrastructure projects.
