With the great improvement of the economic level,many parents not only attach importance to their children's traditional education,but also pay more attention to off-school education.Therefore,the number of training institutions has been increasing,but various problems have arisen during the development process of training institutions,coupled with the heavy learning burden of primary and secondary school students In 2018,the Ministry of Education successively issued documents on the governance of primary and secondary school training institutions.provinces and cities have begun to govern the management of primary and secondary school training institutions.However,there are few studies on the governance effects of off-campus training institutions.There is currently no comprehensive evaluation index system for the comprehensive governance of offschool training institutions.The comprehensive governance evaluation index system for training institutions outside primary and secondary schools is a tool used to evaluate the effectiveness of training institutions' governance.This indicator system is conducive to improving the quality of training institutions,improving internal management of training institutions,and strengthening industry self-discipline.At the same time,it can comprehensively grasp and accurately analyze the application and effectiveness of governance programs,evaluate and feedback the governance effects of off-campus training institutions,optimize the governance mechanism of off-campus institutions,and provide a scientific basis for the improvement and implementation of governance of training institutions in the future.The article discusses from seven aspects: The first part is the reasons for choosing the topic and research significance.The second part is summarize the current status of domestic and foreign research on training institutions,and defines the definition of off-school training institutions,governance,and evaluation index systems.The third part takes the relevant documents and problems of training institutions as foundation,explains the construction principles of the indicator system,and sets the primary,secondary,and tertiary indicators of the indicator system.The fourth part builds on the basis of the framework of the evaluation index system for primary and secondary school training institutions,and compiles the questionnaire.And then,many statistical analysis method are used to modify and screen the indicators according to the opinions of experts,and finally ensure a complete indicator system.In fifth part,the questionnaire was prepared through the determined indicator system,allowing experts to compare the indicators in pairs,using yaahp software to analyze the obtained expert data using AHP.The sixthly,In this paper,Two training institution in Chongqing is selected as the evaluation object,and the indicator system constructed in the previous part of the article is applied.The comprehensive fuzzy evaluation method is used to evaluate the governance effect of the training institution.And make the corresponding interpretation and analysis of the final results.Finally,The article summarizes conclusions and shortcomings on the research.The future research is prospected.The main conclusions of this study are as follows:(1)The evaluation indicators for the comprehensive governance effect of training institutions for primary and secondary schools formed in this study include four first-level indicators: changes in school qualifications,changes in education and teaching,changes in organizational management,and changes in organizational governance.Secondary indicators,31 tertiary indicators.(2)From the weight of the evaluation indicator system that is finally constructed,the weights in the first-level indicators in descending order are: changes in school qualifications,changes in education and teaching,changes in organizational management,and changes in institutional governance;weights in the second-level indicators vary from large to small The top three are in order: running a school according to law,education and teaching standards,and the teaching staff;the three index weights from high to small are in order: the school license is processed in accordance with the law,the business license is processed in accordance with the law,and the degree of correction of bad behavior.The focus of this research is on the construction and application of an evaluation index system for the governance effectiveness of training institutions outside primary and secondary schools.mainly reflects in: One is the initial establishment and improvement of the evaluation index system for the governance effectiveness of off-school training institutions;the other is the determination of the weight of the evaluation index system for the governance effectiveness of off-school training institutions;Empirical research on the evaluation index system of training institutions' governance effect.The difficulty of this study is to determine the evaluation index of the governance effect of the training institutions in outside and in primary and secondary schools and The new idea of this study is to construct the evaluation index system of the comprehensive management effect of the out-of-school training institutions by means of educational measurement and evaluation for the first time.In summary,this research uses literature analysis,statistical analysis,analytic hierarchy process,mould and comprehensive evaluation to preliminary analyze and try out an evaluation index system for the governance effect of training institutions outside and in primary and secondary schools.However,in view of the limited research level of the researchers themselves,there are still some limitations in this research,so there will be imperfections in the construction of this indicator system,and this research can be further improved and deepened in the future.
