Basic education is in a basic and leading position in the national education system.China is undergoing major changes unseen in a century,and is at the juncture of history between the great rejuvenation of the Chinese nation and the realization of the "two centenary goals".Basic education,as an important cornerstone for building China into a great modern socialist country,provides important human and cultural resources to support China’s efforts to become a great power.The off-campus training institutions of primary and secondary schools are closely related to basic education.Only by ensuring the orderly,healthy and sustainable development of all kinds of off-campus training institutions can primary and secondary school students effectively reduce their burden and ensure the healthy development of basic education in China.Since the 19 th national congress of the communist party of China(CPC),in order to further improve the fairness of basic education in the whole society,reduce the extracurricular learning burden of primary and secondary school students,consolidate and improve the achievement of quality-oriented education,the government issued relevant policy documents on the primary and secondary school off-campus training institutions for governance.In February 2018,the ministry of education and other four departments jointly issued the notice on effectively reducing the extracurricular burden of primary and middle school students and carrying out special governance actions for off-campus training institutions(education foundation office [2018] no.3)to comprehensively regulate and govern off-campus training institutions.How about the current situation of government governance of off-campus training institutions in primary and secondary schools?What are the problems with governance?What’s the cause of the problem?How should be managed?How to make off-campus training institutions in place to meet the needs of basic education in a healthy way?The answers to these questions are helpful for the government to effectively manage off-campus training institutions in primary and secondary schools.It has important theoretical and practical significance to study this problem.Taking Ganzhou city,Jiangxi province as the research object,this paper adopts literature research method,questionnaire method,interview method,statistical analysis method and other research methods to investigate and analyze the current situation of government governance of external training institutions in primary and secondary schools in Ganzhou city.The study found that the government in the governance of secondary and secondary schools in the field of after-school training institutions there are problems such as the performance of the governance department is not in place,the implementation of governance policies is not in place,the governance evaluation and supervision is not in place.The reasons for these problems lie in the lack of the government’s ability to perform its duties,the lack of operability of the governance policy itself,and the inadequacy of the governance evaluation and supervision mechanism.This paper argues that in order to improve the effect of government governance of primary and secondary schools’ after-school training institutions,it is necessary to further improve the educational governance capacity of the government,improve the content system of governance policies,and establish and perfect the system of governance assessment and supervision.
