The off-campus education carried out by off-campus training institutions in primary and secondary schools is an effective supplement to school education,which to some extent meets the increasing demand for high-quality,diversified and personalized education.As a market behavior,the emergence of training institutions has its rationality and inevitability.However,due to the lack of necessary policy guidance and inadequate supervision,the rapid growth of training institutions has brought a series of social problems.Under the pressure of practical needs,the government decided to make special rectification,strengthen supervision and provide a good educational ecological environment for the society.Guided by the policy of "promoting construction through evaluation,promoting reform through evaluation,promoting management through evaluation,combining evaluation with construction,and focusing on construction",this study establishes a scientific and effective evaluation index system for off-campus training institutions of primary and secondary schools,provides a tool for third-party evaluation institutions,and then supervises the healthy development of off-campus training institutions of primary and secondary schools.In this research,qualitative and quantitative methods are used to study the construction of evaluation index system of off-campus training institutions in primary and secondary schools.By referring to the existing evaluation model,this paper starts with the operable definition of off-campus training institutions in primary and secondary schools,analyzes the evaluation index system of off-campus training institutions in primary and secondary schools,and verifies the operability,feasibility and effectiveness of the index system.The research process and conclusions are as follows:Exploring the connotation and operable definition of off-campus training institutions in primary and secondary schools.Through literature research,the connotation of offcampus training institutions in primary and secondary schools is clarified,that is,forprofit and non-diploma private education institutions that provide training in various subjects for primary and secondary school students.It has the following characteristics: the teaching objects are primary and secondary school students;the teaching contents are mainly around various subjects;non diploma education and training,no qualification certificate;profit-making private educational institutions.The operable definition of offcampus training institutions for primary and secondary schools is determined: in the process of training primary and secondary school students,the comprehensive performance of the training institutions in the five aspects of running a school according to law,school conditions,curriculum teaching,organizational management and satisfaction.Constructing the evaluation index system of off-campus training institutions in primary and secondary schools.According to the operable definition,on the basis of literature research,5 primary indicators,14 secondary indicators and 43 evaluation observation points were preliminarily formulated.Then,two rounds of expert consultation were conducted to the researchers of basic education in colleges,experienced teachers in primary and secondary schools,managers and trainers of off-campus training institutions in primary and secondary schools,as well as the staff of education administrative departments.In the end,the evaluation index system of off-campus training institutions in primary and secondary schools includes five first-level indicators for running schools in accordance with the law,conditions for running schools,curriculum teaching,organizational management,and satisfaction,and includes school qualifications,school direction,teaching staff,capital investment,teaching sites,teaching aids,teaching arrangements,training quality,organization,admission management,financial management,safety management,parent satisfaction,student satisfaction,and teacher satisfaction 15 secondary indicators,as well as 43 evaluation observation points.At the same time,due to the differences in the economic development levels of different regions,education levels are different.Therefore,there is no unified standard for the evaluation observation points in the evaluation index system in China.This study takes Chongqing as an example to determine the specific evaluation standard for the observation points.Determining the weight of evaluation index system of off-campus training institutions of primary and secondary schools.During the second round of expert consultation,this study solicited experts' opinions on the importance of indicators at all levels.In order to ensure the effectiveness of expert consultation to determine the weight of indicators,16 effective expert consultation questionnaires were finally selected.According to the ranking of the importance of the indicators at all levels by experts,the weight coefficients of the primary and secondary indicators in the evaluation indicator system of the off-campus training institutions for primary and secondary schools were determined by using the rank sum algorithm.Among them,the weight coefficients of the first level indicators are: school running according to law(0.308),school running conditions(0.208),curriculum teaching(0.238),organization and management(0.142)and satisfaction(0.104).A case study on evaluation index system of off-campus training institutions in primary and secondary schools.Based on the evaluation index system of off-campus training institutions in primary and secondary schools,this study developed an evaluation questionnaire for off-campus training institutions in primary and secondary schools.By using this questionnaire,a case study of M,N and H in off-campus training institution in Chongqing was conducted by using the fuzzy comprehensive evaluation method.The results show that the M and N institutions in the main urban area are superior to the H institutions in the districts and counties.Among them,all aspects and overall situation of M institutions belong to "excellent",which should be maintained and strive for excellence in order to create excellent ones.In addition to the satisfaction degree of N institutions,the other four aspects and overall situation belong to "good",which can be further improved.In terms of organization and management,H institutions belong to "medium",the other four aspects and the overall situation are all "good",and the score is low,so it can continue to improve,especially pay attention to improving the relevant situation of organizational management.This study focuses on the construction and verification of evaluation index system of off-campus training institutions in primary and secondary schools.The difficulty lies in the preliminary construction of evaluation index system of off-campus training institutions of primary and secondary schools and the acquisition of data in the practical application of evaluation index system of off-campus training institutions of primary and secondary schools.The innovation is the first time to start from the perspective of operable definition of off-campus training institutions in primary and secondary schools,to build the evaluation index system of off-campus training institutions in primary and secondary schools,and to formulate the relevant evaluation questionnaire.However,due to the limited time,the investigation scope of this study is relatively narrow,and the sample size selected is limited.In the future,the study can be further improved and deepened.
