With the improvement of the economic level and the improvement of people's living standards,more and more parents pay more attention to the education of their children.With the increase of demand,entrepreneurs and investors are aiming at the development of this industry.The number of training institutions outside primary and secondary schools is increasing.However,in the process of development,various problems arise.The free development of the market is inseparable from the supervision of the government.In addition,the current study burden of primary and secondary school students is heavier,and the reduction of burdens is imminent.The rectification of training institutions outside primary and secondary schools has become a top priority.In 2018,the Ministry of Education issued three consecutive documents on the governance of training institutions outside primary and secondary schools.Based on this research background,this paper is based on the field survey of training institutions outside primary and secondary schools in Z County,and studies the development of training institutions outside primary and secondary schools and the government.This paper defines the definition of off-campus training institutions in the text,with educational investment theory,public product theory,and educational equity theory as the theoretical basis of research.Based on the domestic and foreign literatures of the training institutions outside the primary and secondary schools,the basic framework of this paper is set up in five parts:it is paved by four theoretical foundations;Based on the improvement of the training institutions outside the primary school,analyze the current situation of the training institutions outside the primary and secondary schools in Z County,and the rectification of the training institutions outside the primary and secondary schools in Z County;analyze the problems existing in the training institutions outside the primary and secondary schools in Z County,and explain the resulting problems.Reasons;Finally,from the government,training institutions,parents and the public to face the development of training institutions outside the primary and secondary schools to give corresponding countermeasures.In the analysis of the status quo,a brief analysis of the current situation of the training institutions outside the primary and secondary schools in Z County was given.The basic situation of the training institutions in the county,the training situation of the training institutions,and the county's The three aspects of the rectification and governance of the training institutions are presented in the status quo.In the combing of governance policies,it is divided into the governance policy process and the rectification content of the training institutions at the current stage.After the special rectification document was issued,the rectification of the training institutions outside the primary and secondary schools in Z County.In the course of the investigation,the author found that the training institutions outside the primary and secondary schools in Z County had problems with the qualifications of the employees,the teaching content,the teaching environment,etc.,and analyzed the causes,including the insufficient attention of the government and the society,and the government's supervision was not in place.The management concept of the off-campus training institutions is misplaced,and parents are blindly following the trend,and the legal awareness is weak.In the final countermeasures,the government must strengthen the supervision of off-campus training institutions,improve the evaluation mechanism,open and transparent information on training institutions,set up special personnel management,and return visits regularly;off-campus training institutions must strengthen their own construction,legal and honest management,Change the business philosophy and focus on the essence of education.Parents should stay awake and rationally choose training institutions for their children.The public should pay more attention to public opinion and supervise the development of training institutions.
