With the development of economic globalization,the competition of high-level talents is becoming increasingly fierce around the world.As an important part of Beijing-Tianjin-Hebei Economic Circle,Tianjin also encounters the problem in introducing and retaining high-level talents in the process of open and development of Binhai New Area.To attract more high-level and outstanding people to start up business and develop in Tianjin,and make contributions to the development of Tianjin,the needs for high-level talents shall be innovated,human resource policies shall be perfected,and a complete policy system and mechanism shall be constructed.Therefore,the innovation and perfection of the policies for high-level talents are not only good for the economic development of Tianjin,but also very significant for the economic development of northern China where the center is Beijing,Tianjin and Hebei.First,the introduction and use of high-level talents in Tianjin Binhai New Area are elaborated based on public policies and human resource theories in combination of the status quo of relevant studies in China and foreign countries by reading literatures.Also,an innovative method,questionnaire,is adopted for high-level talents in order to analyze the policy issues for Tianjin to attract high-level talents by taking Binhai New Area as an example.The existing policy issues of Tianjin's high-level talents are analyzed from a new perspective of policy beneficiaries,which mainly include: incomplete policy system,imbalance between introduction from outside and support in the inside,insufficient policy innovation,poor execution,insignificant effect in policy implementation,etc.The causes to these issues are also analyzed,which mainly include: backward awareness of the importance of talented personnel,unscientific and unsystematic high-level talents policies,the policies not well targeted at different regions,incomplete comment feedback and supervision mechanism,and insufficient supporting policies.Besides,the experiences of personnel introduction in China and foreign countries,especially the policies and practical experiences of personnel introduction of Kunshan City,are analyzed and referred.Finally,improvement suggestions are raised according to the analysis of the policy insufficiencies of high-level talents in Tianjin Binhai New Area mentioned above,which mainly include: balancing talent introduction policiesscientifically planning human resources,constructing a complete policy system,strengthening policy innovation,building a strict comment and appraisal mechanism,and perfecting relevant supporting services.This paper aims to take Binhai New Area,a national hi-tech industrial development zone,as an example for the study and analysis of high-level talents introduction policies,innovatively evaluates human resource policies,and raises some optimization suggestions on high-level talents policies from the perspective of high-level talents themselves as the beneficiaries of such policies.Hopefully,it provides references for other areas as they attempt to attract high-level talents.
