During the age of the Knowledge Economy, capable people which has already replaced the traditional land, capital, energy, become the most basis resources and the most important capital for supporting the development of economic society. Today, among all kinds of competitions such as political competition, economic competition, military competition, science & technology competition, and culture competition, capable people competition is the fundamental competition. A region or a country may lack of material resources, but as long as they possess a high-quality and high-tech team, then they can proceed with the high value-added production and make all-around development for promoting the economic society. It is known by the modern society that high-level talent is the first strategic resources.High-level talent is the source and power to prompt regional economic development. It is more important for Tianjin Binhai New Developing Area during the economic take-off phase. Tianjin Binhai New Area has made great achievement after a wide range of exploration and attempts on high-level talent since it has been developed. However, comparing with other regions, Tianjin Binhai New Area lags behind in the total amount of high-level talents, high-level talent and quality etc, especially for a certain industry needed high-level, high skills and compound talents which are in serious shortage. The current top priority for the development of Binhai New Area is to make great use of talents and make sure the HR is able to quickly adapt to the development of economic and social.This article which is based on the reality of Tianjin Binhai New Area, focuses on analyzing the talent status, preliminary achievement and the existing problems of this Area. And it also introduces some successful experiences on the development of human resources, such as United State, Britain, Japan, Singapore and Shenzhen in China, then it finally as per the existing situation of this area, comes up with the countermeasures for prompting the talents and strengthening the scientific concept of human resources; innovating talent management mechanisms and, increasing the vigor and vitality of the high-level talent development that includes HR training, appraisal, employing and incentive & guarantee as well as its rational movement; perfecting the service system, optimizing the development environment; and building a model of "brain borrowing" mechanism, introducing the urgent-needed talents, which are all the innovation of this article.
