In order to get rid of the obstacles to the development of talents,the central government has issued opinions on deepening the reform of the talent system.Local governments have also implemented relevant personnel policies to implement the reform of the talent system.At the same time,with the intensified competition among local governments,local governments have continuously introduced high-level talent policies to attract high-level talents.Due to the differences in the construction of policy systems and the input of policy resources in high-level talents in various regions,the results of high-level talent teams in different regions are quite different.Therefore,the performance evaluation model of high-level talent policies in various regions of China was established to evaluate the efficiency of high-level talent policies in various regions,and to analyze the reasons for the invalidity of policy implementation.On the basis of performance evaluation,it analyzes the source of waste of high-level talent policy resources in Tianjin,and puts forward the proposal of optimizing the policy system in combination with the reality of Tianjin high-level policy system.It is important to improve the efficiency of high-level talent policy implementation and reduce policy resource waste.significance.By constructing China's high-level talent policy performance evaluation model,this paper conducts static efficiency evaluation and Malmquist index dynamic analysis on high-level talent policy performance in various regions in 2010 and 2015.On the basis of policy performance evaluation,this paper sorts out the development process of high-level talent policy in China and Tianjin,and analyzes the high-level talent policy of Tianjin from the completeness and system of policy.Starting from the policy text,compared with the relatively effective areas of policy efficiency such as Beijing and Shanghai,the Tianjin high-level talent policy system is proposed to optimize and improve.The study found that the high-level talent policy in Tianjin was relatively ineffective in 2015,and the relative inefficiency of pure technical efficiency and scale efficiency were the reasons for the waste of policy resources.During the period of 2010-2015,the technological advancement of Tianjin's high-level talent policy promoted the improvement of total factor productivity efficiency,but at the same time the technical efficiency declined to a certain extent,and the waste of resources in the policy implementation process increased.Through the comparison of developed provinces,it is found that there are some shortcomings in Tianjin's high-level talent policy system for high-level talent service and support policies.There are certain problems in the subsidy object and use regulations of talent funds,and platform carrier construction and channel intermediary support.Innovative performance is an important factor in promoting Tianjin's technological progress in policy implementation.
