At present, economy and social has a fast transformation in China ethic area. It’s the key period of building a well-off society. The count of factors influencing the economic social development and stability is increasing significantly, especially the talent structure and layout is irrational. High level talents, especially the type of application, compound, having creative and technical skills, are very lack. It is need to solve the problems of single talent training mode, small talent scale and low-quality talent."Ethnic minorities high-level talents training plan" is a special policy which is Chinese characteristics in order to promote the development of education backward area, change unreasonable human resource structure and solve the lack of talents.Firstly, this paper describes the background and significance of the topic, studies and summarizes the concept and related literatures. Secondly, the paper uses the literature research method to analyze the policy and make sure suitable theoretical basis. Thirdly, paper analyzes the related data of "Ethnic minorities high-level talents training plan" from the Xinjiang Uygur Autonomous Region Education Department, and then summaries the existing problems in implementation process. Fourthly, this paper analyzes the causes of problems in plan implementation process of Xinjiang based on the basis theory, and studies from the policy itself, the main executive body, the target group and the environment. Finally, based on the previous research, paper puts forward the solution to improve the implementation effect of the plan. In order to make sure that points are clear, argument is sufficient and the proof is rigorous, paper accesses relevant literatures and latest authoritative data, uses the methods of literature study, interview, questionnaire and the Smith policy implementation proves model to make the theoretical analysis and empirical analysis together. At last paper discusses and evaluates the implementation process of the plan.
