As an important carrier of talent information,college personnel files play an important role in the process of college personnel information,talent management,talent flow and talent use.The management of personnel archives in colleges and universities is an important link in the development and utilization of archives.However,at present,the reform level of personnel file management in Chinese universities does not match the social development,and there are still many problems that need to be resolved.This article takes the new public service theory as the theoretical perspective and adopts the method of questionnaire investigation to investigate the situation of personnel archives management personnel in 47 key universities in the country and the questionnaire survey on the situation of personnel archives service in colleges and universities.Summarize the main problems existing in the personnel file management of colleges and universities in China and analyze their causes.With reference to the excellent management experience at home and abroad,combined with the actual experience summarized by the author in the file management work of colleges and universities,specific improvement measures for the personnel management work of colleges and universities in the new period are proposed.Both improve management concepts and enhance service awareness.Guided by the new public service theory,establish a people-oriented service concept.Respect the citizens' right to know and appropriately open personnel files.Effectively enhance the service awareness of archive management personnel;Restructure the technical platform to improve service conditions.With the help of computer technology and scientific and technological means,many file information,build personnel file service information platform and large-scale information database,establish information file association mode,realize file sharing,from improving the level of personnel file utilization;Improving management mode to improve service levels.Strengthen the leadership and supervision of personnel file management,promote the standardization process of personnel files,strengthen the unity and cooperation between various departments,improve and update the content of files in a timely manner,and establish a scientific personnel file management model.To make college personnel files provide more efficient and convenient services for the development and flow of talents.
