Research On The Choice And Optimization Of Policy Tools In The Reform Of Campus Football In East China

SinceSince the State Council issued the overall plan for the reform and development of Chinese football in 2015,the reform of campus football has become a "national will".Governments at all levels have carried out system reform and system innovation in many aspects of the development of campus football,trying to deal with the problems encountered in the process of developing and revitalizing football.However,with the development and deepening of the reform and innovation of campus football,the space of policy dividend and the potential energy brought by it are gradually reduced and weakened,which leads to the lack of education value,the dislocation of development goals,the differentiation of management operation and the formalization of content.In other words,the development of campus football has gradually entered the era of policy implementation,which requires optimizing policy tools to promote and implement system reform and system innovation.The results show that:(1)the choice of policy tools.In the X dimension,the choice of policy tools of campus football in East China is based on the supply-oriented and environment-oriented policy tools,supplemented by the demand-oriented policy tools.Talent training is highly valued,but cultural construction has not received enough attention.Service outsourcing,foreign capital introduction and overseas exchange are ignored.In the X-Y dimension,the East China Campus football training system and management system are more reflected in the types of supply-oriented,environment-oriented and demand-oriented policy tools.The training system and management system become the key policy objectives,but still need to be refined and cultural system,and the guiding policies of the competition system and organization system are relatively weak.In the x-y-z dimension,the macro level and micro level policies are relatively few,while the meso level policies are more,which conform to the "olive type" distribution characteristics of policy tools.In the meso level,the three types of supply,environment and demand are lack of support from the cultural system and competition system.(2)The actual application of policy tools.Through on-the-spot investigation to understand the current situation of campus football activities in East China,this paper makes quantitative statistics on the actual use of policy tools in East China,and analyzes the reasons for differences and common problems in the text selection and actual use.The supporting policies for supervision,inspection and evaluation are lagging behind.Although the implementation opinions issued by the state have not been matched with the corresponding supervision and evaluation documents,the standards for the implementation of the campus football policy have not been improved,and the supervision function is lacking.(3)To understand the policy tools used in policy implementation and supervision in East China,the study found that there are some deviations in the selection of policy tools and policy implementation in provinces and cities.East China is facing a series of problems,such as the lack of supervision of policy-making subjects,the simple means of implementing objects at all levels,the blocking of implementation environment,and the disagreement of target groups.In view of the selection and practical application of campus football policy tools,this paper puts forward the following suggestions:(1)strengthen the balance of campus football policy tools in East China.Second,we should increase "demand driven",stabilize "supply driven",and balance "environmental impact";second,we should improve the internal structure of campus football policy tools.Strengthen the effective connection of system mechanism and policy tools,improve the system construction of supervision and evaluation policy tools,and strengthen the application of policy tools of campus football culture system.(3)Optimize the implementation process of campus football policy in East China.Give full play to the main role of policy implementation and establish scientific evaluation standards for policy implementation.
