Policy Research On Sports Poverty Reduction Project

Poverty reduction has always been one of the focuses of the work of the party and the government.Sports poverty reduction plays an important role in the poverty reduction work of our country for a long time.In the critical period of building a well-off society in an all-round way in 2020,with the rapid development of sports facilities,sports industry,sports events and sports culture,the role of sports poverty reduction in protecting the sports rights of the poor,increasing the economic income of the poor families,improving the quality of life of the poor and creating employment opportunities in the poor areas has been paid more and more attention.In2018,the General Administration of sport and the State Council issued the opinions on the implementation of sports poverty reduction project,which fully mobilized all forces in the field of sports to play an important role in the key war of poverty reduction in China under the targeted poverty reduction strategy.In this context,the implementation of sports poverty reduction project is very important for the implementation of the main task of sports poverty reduction and helping poverty-stricken areas to get rid of poverty and become rich.The beneficial effects and exposed problems and limitations in the social practice of sports poverty reduction project need to be studied.Therefore,this paper takes the social practice of sports poverty reduction project under the policy of "opinions on the implementation of sports poverty reduction project" as the research object,and adopts the methods of literature,field investigation,expert interview and logical analysis to carry out the research.The main research contents are as follows:First of all,starting from the policy evolution of the sports poverty reduction project,this paper analyzes the development stage of the related policies of the sports poverty reduction project on the time line and the delivery characteristics of the content line.On this basis,it puts forward three logical starting points of the sports poverty reduction policy,which holds that the sports poverty reduction is the inevitable choice of social development in a multi perspective,the inheritance and innovation of the rural sports support policy,and the targeted poverty reduction The integration node of the overall architecture.Starting from the logical starting point,the main tasks of the policy are sorted out and interpreted according to two implementation routes and two development stages.Then,aiming at the social practice of the sports poverty reduction project,this paper carries out empirical research from the two perspectives of "sports assisted poverty reduction" and "sports +" development poverty reduction ".On the one hand,four typical poverty reduction cases,such as sports facilities resource allocation and sports skills training,are studied in the investigation of "Sports" poverty reduction,and the implementation effect of "blood transfusion" poverty reduction is summarized.On the one hand,for the "sports +" development poverty reduction,this paper studies the representative "sports + events" and "sports + tourism" development sports poverty reduction mode,and summarizes the positive role of blood transfusion sportspoverty reduction in poverty reduction.On the basis of empirical research,this paper reflects on the four existing problems in the social practice of sports poverty reduction project: lack of accuracy-deviation of the focus of poverty reduction;lack of activity-single active poverty reduction model;lack of width-lack of integration of poverty reduction forces;lack of thickness-too thin security system.Finally,in view of the problems exposed in the current social practice of poverty reduction through blood transfusion and hematopoiesis,a study on the innovative model of poverty reduction through development sports was carried out,and it was put forward that the model of poverty reduction through development should conform to the principles of "feasibility,sustainability,generalization,marketability and compatibility" and be based on the principle of "threshold access,intensive work,characteristics,market orientation and inclusive","Mutual benefit and win-win" is designed as a whole countermeasure.On this basis,this paper discusses the innovative poverty reduction model of "sports plus" agriculture,light industry manufacturing industry and human capital training,which takes sports as the starting point,so as to provide reference for the comprehensive poverty reduction of sports and realize the purpose of "sports as a platform and poverty reduction as a performance".
