| With the introduction of the series of precision poverty alleviation policies,the precise poverty alleviation of vocational education has gradually become one of the core strategies of national precision poverty alleviation.As the basis of vocational education,secondary vocational education is an indispensable part of the precise poverty alleviation policy.Secondary vocational schools are the main body of relevant policies.However,it is not objective that The quality of running schools in secondary vocational schools is generally weak and the scale is decreasing.How can the current situation of secondary vocational schools meet the needs of the national precise poverty alleviation strategy? What does the secondary vocational school do in reality?From the perspective of school organization of secondary vocational schools,this study explores the implementation of precise Poverty Alleviation Policies in secondary vocational schools.Firstly,from the perspective of time development,the study has sorted out the evolution track and analyzed the policy content of precise poverty alleviation policy,that clarify the main purpose,ideas and value orientation of the policy,and clarify the relationship between secondary vocational schools and precise poverty alleviation in the policy,and grasping the policy requirements for accurate poverty alleviation in secondary vocational schools.Then,based on the policy analysis,the study selects three secondary vocational schools as examples to present the current implementation of precision poverty alleviation in the three schools,and analyze the current poverty alleviation measures,achievements and existing problems of secondary vocational schools.Through the interaction of stakeholders in policy implementation,policy tasks have changed,and the study has analyzed the causes of policy implementation issues.Finally,to rethink the implementation of the precise poverty alleviation policy of secondary vocational schools from the organizational foundation and institutional environment system,and propose the construction path of the long-term mechanism for accurate poverty alleviation in secondary vocational schools.This study found that under the influence of the interests of relevant stakeholders,the secondary vocational schools mainly implement the precise poverty alleviation tasks arranged by the competent departments,which weakens the implementation of the precise poverty alleviation policies of the government and the education sector,and thus deviates from the policy objectives.The policy tasks that the competent departments do not coordinate with the government and the education department objectively provide the legal choice of execution space for secondary vocational schools,while the crisis of survival and development of secondary vocational schools,the level of assessment pressure for poverty alleviation tasks,and the current status of passive participation of target groups has forced the choice of the implementation of the policy of secondary vocational schools.This study argues that the task of organizing secondary vocational schools is in line with the connotation of precise poverty alleviation and is the value of precision poverty alleviation policy,but the hierarchical control of the bureaucratic management system and the development dilemma of secondary vocational schools hinder the implementation of the responsibility of the secondary vocational schools in the implementation of the precise poverty alleviation policy.In the new institutional environment,the organizational development of secondary vocational schools meets the requirements of accurate poverty alleviation,and the consistency of organizational responsibility and precision poverty alleviation is further clarified.Based on this,the author believes that returning to the secondary vocational school and building a long-term mechanism for accurate poverty alleviation in secondary vocational schools is a response to the current implementation problems.At the management level,establish a management coordination mechanism to break down barriers,At the institutional level,establish a system to implement the supervision mechanism to improve the poverty alleviation ability of secondary vocational schools,At the school level,play an organizational initiative and establish a long-term working mechanism for accurate and poverty alleviation in secondary vocational schools. |
