Research On The Old-age Security For The Only-child Parents In Rural Areas

The problem of old-age security in rural areas of China has always been one of the focuses of policy making and theoretical research,and the problem of old-age security for only child parents in rural areas is more prominent.At the same time of low income level,the aging degree of rural residents is deeper,so the difficulty of pension security is greater.Although the system of social endowment insurance for urban and rural residents has been widely implemented in rural areas in China,the care measures for the parents of the only child in rural areas are still insufficient.In this context,it is of great significance to study the current situation,problems and Countermeasures of the endowment insurance for the only child parents in rural areas.This thesis takes Xunyi County of Shaanxi Province as an example to study the pension security of rural only-child parents.The level of economic development and the basic situation of old-age security in rural areas of Xunyi County are representative in the rural areas of Shaanxi Province,so it is significant to take Xunyi County as an example.Based on the theory of hierarchy of needs and other related theories,this paper summarizes the current situation of the old-age security of the only-child parents in Xunyi County by means of questionnaires,analyses the main problems and causes of these problems,and puts forward corresponding countermeasures and suggestions on this basis.The main conclusions are as follows: Firstly,the only-child parents in Xunyi County are facing great difficulties in providing for the aged.The dependency ratio of the elderly population in Shaanxi Province is very high,but the dependency ratio of the elderly population in Xunyi County is much higher than that of the whole province.At the same time,the survey on the pension of only-child parents in Xunyi County shows that low family income is a common phenomenon,and different types of only-child parents also have significant differences in income levels;Secondly,there are three problems in the old-age security of the only-child parents in Xunyi County,such as the deeper level of the rural underdeveloped,the lack of care and the greater pressure of anticipated old-age support.The causes of these problems include the imperfection of the old-age security system,the high expenditure of medical expenses and the low subsidy,the small number of old-age institutions and the water of economic income.Third,the rural only-child parents' old-age security countermeasures and suggestions include improving the old-age security subsidy system,improving the payment subsidy method of the new rural cooperative medical system,increasing investment in community home-based old-age support at the government level,strengthening the construction of old-age facilities at the government level,and incorporating old-age security into economic development measures.In the specific measures,we not only consider the reality of the whole group of only-child parents,but also pay attention to the differences among different characteristic groups,and adjust the amount of subsidies.
