Language is a vital carrier of national culture and the basis of national identity with the mission of preserving the value of traditional culture.Carrying out bilingual education is the essential for the minority to comprehensively improve the quality of national education and promote the all-round development of national education and it is also a necessity of historical development.In the minority areas of China,bilingual education is an effective way to improve the quality of basic education,and it is also an important means of cultivating outstanding minority professionals.In bilingual education,the development of both Mongolian-Chinese bilingualism and teaching team are the key points,especially that the experienced Mongolian-Chinese bilingual teachers are the main aspect and key to achieving the bilingual teaching goals.Hence,it is theoretically and practically significant to study Mongolian-Chinese bilingual education at the basic education stage with a thorough analysis in order to improve the Mongolian-Chinese bilingual teachers and foster the balanced development of education in the Inner Mongolia minority areas.This thesis carefully combs a large amount of bilingual education researches at home and abroad,based on the actualities of the minority areas of Inner Mongolia Autonomous Region,to conduct research and design with theoretical basis of the multicultural education and the of teacher empowerment.The A banner's current situation of Mongolian-Chinese bilingual teachers and the current teaching situation are thoroughly investigated and analyzed by questionnaires,field visits and other methods.The survey finds that in recent years,A Banner has made efforts to overcome the difficulties of Mongolian-Chinese bilingual teaching,such as a late start,a low starting point,and hardship of the regional conditions.It has taken a series of effective measures to foster the development of Mongolian-Chinese bilingual education.However,compared with the new requirements and tasks of Mongolian-Chinese bilingual education in the current situation,there are still many obvious problems that cannot be ignored,such as the irrational faculty structure,the low capabilities of education and research,single way of education and training,and the insufficient importance attached to Mongolian-Chinese bilingual education,the imperfect evaluation incentive mechanism and so on,which badly need to be seriously addressed.This thesis objectively analyzes the above problems and combines the actuality of A banner,proposing to promote Mongolian-Chinese bilingual education local government and education administrative departments by perfecting the bilingual teacher recruitment mechanism,improving bilingual teachers' education and research literacy,strengthening the training of Mongolian-Chinese bilingual teachers,paying more attention to the Mongolian-Chinese bilingual teachers and building scientific evaluation and incentive mechanisms of Mongolian-Chinese.In addition,it specially accelerates the development of the Mongolian-Chinese bilingual teacher team,providing theoretical basis for reference.At the same time,it sets a good example in improving the current situation of the development of bilingual teachers in minority areas,promoting the quality of bilingual teachers and improving the effectiveness of education and teaching.
