New residents in Wu Xing are continually increasing in its number,and its structure is also changing.Especially in the recent years,the flow scale of new residents is large,and the flow mode also changes which slowly turns from the past personal mode into the family mode,and this change has gradually become a trend.The arrival of new residents demands more urban public services and products.When it is specified to the urban compulsory education,the main problem is obviously the conflict between the shortage of resources and the large demand.In the face of the large number of new residents' school-age children,the city is facing this problem that it is difficult for them to equally get enrollment into the public schools and this social problem is not allowed to be ignored.Equal opportunity for compulsory education enrollment is the first step in the long journey,and it is the most basic equality.Selection is annoying.Compared with schools for migrant workers' children,the advantages of public schools with their superior teaching conditions and high quality are obvious.Children of new residents would regard public schools in Wu Xing as their first choice.However,ideal is very great,but reality always hits the dream into pieces.We must provide equal education opportunities and fair competition mechanism for the new residents' children.It also helps to build a harmonious society.The existence of the problem makes it urgent for a solution.Facing these obstacles,based on literature review concerning fairness of compulsory education,allocation of education resources,educational policies for new residents' children,we do this survey on the present enrollment situation of these children in Wu Xing,trying to analyze the reasons why those children fail to have the equal opportunity to enter public schools in a more comprehensive way.We adopt the methods of interview and questionnaire to get the data and information and make a further detailed discussion and research to see the essence through the phenomenon.Finally we will work out both the internal and external factors.External reasons include the household registration system,funds,resource allocation,and social stratification.Internal reasons involve policies themselves,policy implementation,policy publicity,and policy guidance.Then we come to the solution part summed up from five aspects:on the administrative aspect,we will focus on guarantee,leadership and reform;on the resource aspect,we will focus on investment,innovation,and joint efforts;on the policy aspect,we will focus on value,conditions,and human management;on the aspect of the balance between public schools and private schools,we will focus on smooth running,and encouragement;on the new residents aspect,we will focus on maintenance,establishment,publicity and role playing.Trying to find solutions through exploration,we expect those children in Wu Xing to have the equal chance for compulsory education and manage to realize this dream to the largest extent.
