With the continuous deepening of reform and opening up,overseas talents who have mastered advanced technology and management experience have become important strategic resources and promoted the sustainable development of various undertakings in China.Thus the overseas talent policy is an important guarantee for the introduction of overseas talents,and its role is critical.Since the 1990 s,China's overseas talent policy has shown an increasing trend with the continuous development of economic construction.The core theme of overseas talent introduction policy is also constantly changing.Generally speaking,it can be divided into four stages: 1990-2003,2004-2007,2008-2015 and 2016-2018.Today,as China continues to expand its opening up and actively create an image of a big country with international influence,China's current overseas talent introduction policy faces many new problems.The discussion to policy keywords at different stages of the overseas talent policy and the past 30 years,the path of change,and put forward corresponding policy recommendations,through effective policy guidance to strengthen the construction of overseas talent team,are of great significance for China to enhance the degree of internationalization in various fields and build an image of a big country with international influence.Through the analysis method of policy literature measurement,this paper selects a total of 235 overseas talent introduction policies issued by the State Council,the State Council ministries,the Shanghai Municipal Government and the Beijing Zhongguancun Management Committee from 1990 to 2018.Class analysis,find out the co-occurrence relationship between each high frequency word,and discuss different policy topics in different historical stages.At the same time,this paper believes that a single policy text analysis can only review the past policy history from the perspective of policy theme changes,but can not grasp the actual effect of the current overseas talent policy.Therefore,based on the stakeholder theory,this paper uses the questionnaire survey method and the field interview method to combine the latest research and interviews with foreign Chinese workers,returning students,employers and talent agencies in the process of implementing overseas talent policies.The key words of the overseas talent policy at the stage summarize the analysis of the current implementation of Shanghai's overseas talent policy.The study finally found that there are significant changes and evolutions in the focus of the four-stage overseas talent policy.According to the theory of multi-source flow,this paper combines the change logic of overseas talent policy from three aspects: "problem source flow","policy source flow" and "political source flow",and expounds the intrinsic value of overseas talent policy,based on public policy value theory.Finally,the paper also analyzes some shortcomings of China's current overseas talent policy,and puts forward some advices such as increasing the introduction of talents in key areas,reforming the evaluation mechanism,increasing support for enterprises,and simplifying procedures related to overseas talents.
