With the development of information technology and its influence on education and teaching activities,our country pays more and more attention to the development of education and teaching information.Since the 1980 s,China has formulated a series of educational and teaching informatization policies,which play an important role in guiding and safeguarding the process of educational and teaching informatization.Looking back at the history and examining the development and change of educational and teaching information policy in the past 30 years has important theoretical and practical value for us to reflect on our experience and review the reality.This study takes the information policy text of education and teaching in China from 1988 to 2019 as the research object,and uses Nvivo qualitative analysis tool to analyze it.By downloading,sorting out,classifying and analyzing the relevant documents,this paper reviews the evolution of China's educational and teaching informatization policies in different periods,aiming to explore the laws of the development of China's educational and teaching informatization policies,understand the characteristics of their changes,objectively analyze the key points of their policies,and hope to study the development of China's educational and teaching informatization and its policies,as well as the development of relevant scholars The study provides direct or indirect reference suggestions and information.This study uses literature research,historical research,comparative research and other research methods to show the historical changes and characteristics of the development of China's education and teaching information policy through the macro grasp and micro analysis of the historical education and teaching information policy text.The text features of the national education and teaching information policy include policy year,main body and policy type.In terms of policy year,the number of policies is on the rise with the issuance of the above policies as the guide;in terms of the main body of the information policy,the main body of the information policy of education and teaching is mainly the leading department of the education part,and gradually diversified;in terms of the type of policy,the type of the information policy of education and teaching is relativelydiversified,among which the "opinion" is Lord,the effectiveness of the policy is not high.The policy objectives of the national education and teaching informatization policy are mainly reflected in two aspects: teaching efficiency and quality,and the application of technology in teaching.Improving the efficiency and quality of teaching has always been the objective requirement of China's education and teaching information policy.Because of the rapid development of information technology and the in-depth impact on education and teaching,the goal of China's education and teaching information policy is from improving the quality to promoting the application,and the problem orientation of the policy goal is constantly enhanced.At the same time,the application requirements of technology in education and teaching have developed from auxiliary teaching to integration and innovation,showing a gradual development trend.The policy content of the national education and teaching informatization policy mainly standardizes the informatization of infrastructure equipment,education and teaching resources,teaching environment,teaching process,information technology education,teachers and students,and has undergone different changes in different periods.The policy content presents a comprehensive and systematic development trend,and constantly focuses on the informatization of teaching process.n the national education and teaching informatization policy,the policy means mainly include authority means,capacity-building means,exhortation means,incentive means and system reform means.Different policy means have experienced different changes in different periods.In the process of the change of educational and teaching information policy means,we insist on the authority means and capacity-building means as the main means,continuously and comprehensively apply a variety of policy means,and the choice of policy means is also dynamic.Finally,this study draws three enlightenments from the construction of national education and teaching information policy.We should formulate the policy of double "pluralism" and further improve the policy system;the content of the policy should be comprehensive,systematic and clear;we should reasonably and effectively apply the policy means and optimize the resultant force between the policy means.
