outside the school.Campus safety management is relatively perfect,which can make teachers and students study and work at ease.However,the security outside the campus mainly focuses on the scope of security governance around the campus.With the rapid development of social economy,the security management around the campus has become increasingly prominent,and the problems are increasingly complex.As the market and the social life manager who play a decisive role in the allocation of social resources,the government will also have "failure" phenomenon.The market and the government can not effectively provide perfect public services(products)for the safety management around the campus.The safety management around the campus mainly includes market,government,education supervision,transportation,food hygiene,public security,social organization and other departments and links.The main body of the market is mainly driven by interests.The supervision and management of multiple departments of the government results in the management mode of safety management around the campus which looks like "everyone is in charge of it",but no one is actually in charge of it or "a gust of wind" or "action" This has caused a vacuum zone around the primary and secondary school campus security governance,but also a series of hazards around the primary and secondary school campus security and even caused primary and secondary school teachers and students security accidents.From the perspective of public governance,aiming at the research and analysis of the security issues around the primary and secondary schools in Xinji City,Hebei Province,it is found that the governance of the security issues around the primary and secondary schools is a complex,systematic and scientific governance project,and only relying on the government and market can not provide effective public products and services for the governance of the security issues around the primary and secondary schools.Based on the analysis and summary of the current situation of the security management around the primary and secondary school campus in Xinji City,Hebei Province,the paper points out that in order to effectively solve the problems in the process of security management around the campus,it is necessary to establish and develop a multi center and specialized security linkage management system model around the primary and secondary school campus based on the situation of the province and the state of the country,including the security management of the campus At the level of law,coordination of administrative departments,market mechanism,the third sector,family and society.Taking Xinji primary and secondary schools in Hebei Province as an example,this paper makes an in-depth analysis of the causes of the formation of the security governance problems around the primary and secondary schools,and combined with the existing research results,puts forward some system and mechanism measures for the security work of the campus in line with the provincial and municipal conditions,to make up for the possible deficiencies in the governance work of the security problems around the primary and secondary schools,reduce and strive to put an end to the primary and secondary schools The occurrence of campus safety problems can ensure the life safety of family students,promote the healthy and sustainable development of primary and secondary schools,and maintain social harmony and stability.Through consulting the books and materials related to public governance theory,multi center theory,campus security governance and CNKI electronic literature retrieval system,this paper summarizes and analyzes a large number of literature,and combined with the current research and practice of security governance around primary and secondary schools in Xinji City,Hebei Province,to find the problems in governance and form the basic theoretical understanding of countermeasures.Secondly,through interviews with the Education Bureau of Xinji city and the leaders and teachers and students of the main schools in Xinji City,we can understand the understanding of the interviewees on the security governance around the primary and secondary schools,understand their views on the governance,make detailed records,make classified summary and induction,and combine the theoretical literature research and empirical investigation as the basis of the paper.Finally,on the basis of field investigation and research,according to a series of problems existing in the study of safety management around primary and secondary school campuses,a questionnaire on basic education information and current situation of safety management around primary and secondary school campuses in Xinji city is designed and compiled,and the opinions of the respondents on the safety management of primary and secondary school campuses and the understanding of the status of safety legislation on campus are obtained In terms of the security governance system and system construction around the campus,the evaluation of the security multi center governance around the primary and secondary school campus provides solid data and practical support for the writing of the paper.
