Analysis Of Our Country’s School Bus Safety Problem And Research On Its Comprehensive Governance Measurements

Urbanization and industrialization process is accelerating, and the momentum of rapid growth of the national economy, social development is also showing a boom. But with the rapid development of various undertakings in the same time, a wide variety of discord factors are approaching quietly. Compulsory school layout adjustment policy has achieved education resources from decentralized to centralized optimization process. During this period, the government ignored the distance problem of primary and middle school students when they went to school, causing a series of student school bus safety issues. In the year of2011, media reported that the school bus accidents, affected people’s nerves, especially in the November16,2011when Gansu school bus accident happened, whose school bus should have contained nine people but overloaded64people,19children were killed,43children varying degrees of injuries,600%overload; this major school bus safety incidents shocked the community as a whole, once the school bus safety problems lead to a climax.On November27,2011, Chinese Premier Wen Jiabao at the Fifth National Women and Children Work Conference instructed relevant departments to quickly drafting a "school bus safety draft Ordinance (draft)", but this upcoming draft, which is school bus safety regulations in the near future is necessary to improve the overall status of the school bus, in the morning of November26, a school bus in Baoshan town, Fengcheng City, Liaoning Province, occurred, due to slippery road rollover and35children were injured.Generation of school bus accidents are caused by a variety of factors, of which the most noteworthy is a serious imbalance of demand and supply of standard school bus, it epitomizes the huge amount gap between the existing standard school bus and the uneven quality "black school bus". Very few meet the national standards of the school bus, but all kinds of unqualified school bus are plethora. Potential risks of unqualified school bus ride’will be triggered into reality accident in any time. Follow-up in the case of insufficient supply of school bus accidents, make the students’ families bear the eternal pain, and also lead to the entire society’s lament.This article uses documentary research, case study method and theoretical analysis seeking on summarizing and analyzing the occurrence and reasons of the school bus issues in our country, at the same time from the historical school bus development country American learning from the successful experience, comes up with comprehensive countermeasures to solve our school bus safety management issues in China. This paper is divided into five parts:the first part focuses on the research background, significance and research methods, and systematically describes the purpose of this research. The second part introduces the theoretical basis of this study, first elaborates the theory of public goods to make sure the attributes of the school bus, followed by the introduction of the interlinked nature of governance theory with the inner logic to solve the problem of school bus safety issue and finally briefly introduces the concepts of school bus. The third part mainly analyzes the status of school bus safety issues and the reasons causing the accident, and describes our new introduction of school bus safety regulations "Juche idea, the main content and related issues. The fourth part introduces the history of the development of American school bus, the legislative system and market operations experience. The fifth section discussed before, combined with the advanced experience of the development of the American school bus, and put forward countermeasures and suggestions of school bus safety issues. The innovation of this paper is to apply the theory of public goods and governance theoretical analyzing the problem of school bus issues and the limitation is that there is no classification for different regions in the primary and middle school bus situation fully.
