In the 21 st century, with the formation of the pattern of economic globalization, strategic resources for social and economic development depends fundamentally changed. Human resource has become the most important strategic resources of human society, the competition of talents has become the main competition in 21 st century. It can be said that in the world today those who have talent will have a competitive advantage.University is the cradle of cultivating talents, bear the important task of training talents,developing science and technology, social services and the cultural inheritance and innovation. The role of University in international competition has become increasingly prominent. Universities plays an important role in the development of all countries. It’s an symbol of national education development level and the level of science and technology development. It is an important measure of a country’s comprehensive national strength. And the teacher is the most important resource of high education. A university to become a world-class university must have a world-class team of teachers. The most important teachers in university are those who can teach the students and do scientific research at the same time. As a result, it has become an important subject to select the teachers who can do the both job.In this paper we combine the analytic hierarchy process and the fuzzy comprehensive evaluation method together and construct a scientific and feasible system in teacher selection and evaluation based on Competency Model. Finally we verified the effectiveness of the system by the example analysis.This paper is divided into six parts. In the first part we described the background and significance of the topic, and put forward the research method and train of thought. In the second part we defined the concept of teachers’ evaluation and selection, described the method of talent evaluation and Competency Model. In the third part we analysed the competency characteristics of college teachers who can teach the students and do scientific research through expert interviews and questionnaire surveys, found the alternative equal quality of those teachers and finally determined the index of teacher selection and evaluation. In the forth part we determined the index weight by the analytic hierarchy process. In the fifth part we verified the rationality of this evaluation index system by the example analysis. The last part is the conclusion of this paper.
