With the development of society and economy,more and more people choose to enter higher education institutions to improve their knowledge reserves,and at the same time lay a solid foundation for their future employment.High-quality talents have always been an important intellectual support for the economic development of a country.Every year,millions of graduates from our country come out of the ivory tower and come to society.In addition,there are many high-quality talents who have been employed.The central and local governments have always attached great importance to attracting employment to this group.In order to attract high-quality talents,Zhengzhou,Chengdu,Xi'an,Wuhan and other big cities have successively introduced talent introduction policies,and have given certain funding subsidies and census register policies to undergraduate and graduate students who stay in the city.The governments of Hebei Province also attach great importance to the introduction of talents,and constantly improve the corresponding employment policies in terms of public employment services,and increase the supply of employment security for high-quality talents,but the current level of employment security policies in Hebei Province has not yet reached high-quality talent The height that should be achieved to obtain employment information,start an independent business,and enjoy employment protection.Based on a large number of domestic and foreign literature on public employment services,employment security,and talent policies,this paper takes the high-quality talent groups working in Hebei Province as the main survey object,and draws on public service theory,human capital theory,and talent flow.Based on the theory,this paper uses questionnaire surveys and face-to-face interviews to study the current situation of talent introduction and employment security in Hebei Province.It elaborates the current status of the implementation of the current talent introduction system in Hebei Province.Establish relevant employment security evaluation indicators related to the employment agency service four dimensions,and analyze the specific satisfaction level of the employment security system for the introduction of high-quality talents in Hebei Province using the method of analytic hierarchy and fuzzy comprehensive evaluation,from the results of the analysis,the overall satisfaction of the high-quality talent group with the talent introduction policy is average,and the requirements for education and training and entrepreneurial carrier environment are relatively high,and further proposed to improve the employment protection measures for high-quality talents in Hebei Province,optimize the targeted and scientific employment service platform,strengthen the creation of urban talent employment carriers and entrepreneurial environments,and Measures overall level of work Van employment services.This paper elaborates the operation of the employment security system for the introduction of high-quality talents in Hebei Province,and compares and analyzes the talent introduction systems in typical provinces and cities in China.Finally,it proposes specific improvement measures,hoping to formulate policies for talent introduction in Hebei Province.And the improvement of the overall employment security system helps,so as to achieve the attraction of talents and economic development.
