Employment is the foundation for the people's safety and vitality.Adhere to the strategy of active employment,strive to strengthen the construction of public employment services,increase the level of employment and entrepreneurship,allow employment to promote economic development,and economic development to promote employment.Employment is an important guarantee for the people's lives,the realization of their own values ??and family happiness,but also the government to achieve good governance.The responsibilities and obligations that should be fulfilled are of great significance to the sharing of results,social harmony,and stability since the reform and development.This paper constructs an analytical framework from the perspective of public employment service evaluation theory and public service quality management theory,and uses the community residents' perceptive evaluation of community public employment service quality improvement as the research object,and takes 15 street public employment service centers in Xicheng District of Beijing.The service residents are the subjects of the survey.They mainly adopt questionnaire surveys and interviews.They focus on the perceptions of the jobs and service provided by the employees of the employment service agencies and community residents on the street public employment service centers,and through the innovative practice of typical community employment services.The experience provided relevant experience for the improvement of grassroots public employment service quality.The survey data showed that under the reform policy of Beijing's pilot grass-roots regime,the public employment service function in the street has increased,tasks and responsibilities have increased,and community residents can understand street employment.The role of service centers in improving the quality of public services in urban communities,but in the process of specific work development and service provision,community residents' perceptions of the government's provision of employment services are at a general level,and grassroots employment service projects are incomplete.Construction industry personnel should be strengthened,there is no perfect security system and financial services market competition mechanisms are inadequate and so on.This paper takes the effectiveness of public employment services as the main line with the help of the staff of relevant public employment service agencies.It conducts empirical research on the basic functions of public employment services and the contents,processes,and methods of public employment services,and provides public employment services.The subject is the subject,and the citizen's evaluation is used as a reference to conduct research.The specific investigation of the status quo of public employment services at the grassroots level in the Xicheng District is based on the practical experience of reform and innovation of the employment service system in the Xicheng District of Beijing.The theoretical foundation,field survey interviews,and the difficulties in quality improvement The detailed argumentation and analysis of reason analysis,innovation practice and inspiration are presented.Suggestions for improving the quality of grassroots public employment services are put forward to provide reference for further promoting the reform of grassroots public employment services in order to promotethe basic public employment service system in Beijing and even the whole country.Reform and innovation.
