Since the founding of New China 70 years ago,Shanghai's sports industry has flourished,the supply of stadiums and gymnasiums has undergone earth-shaking changes,and the number of stadiums and stadiums and the area of venues have increased exponentially.In the face of the contradiction between the increasing demand for sports and the insufficient supply of sports venues,how to improve the utilization rate of sports venues and realize the effective supply of sports venues can not be separated from the main responsibility of the government.In the process of writing,this paper analyzes the present situation,characteristics and shortcomings of the three typical cases in the supply of stadiums and gymnasiums through vertical historical changes,horizontal comparison between China and foreign countries,in order to provide practical countermeasures for the effective supply of stadiums and gymnasiums in Shanghai.The main conclusions are as follows:(1)It is found that the historical changes in the supply of Shanghai sports venues can be divided into three stages: the budding period of modern sports,the period from the founding of New China to the period of reform and opening up,and the reform of market economy so far.In modern sports period,the stadiums and gymnasiums were monopolized by the west,the citizens of shanghai were merely spectators,and the social organization of western diaspora was the main supply.The development of school sports and staff sports really promoted the Shanghai sports venues from scratch,from the small number gradually increased.Leisure is also accompanied by Shanghai residents is a factor affecting the supply of stadiums and gymnasiums.(2)The historical characteristics of Shanghai's stadiums and gymnasiums supply are as follows :the main body of supply is changed from the government to the diversified supply of social resources;the government functions are changed initially and stadiums gradually become market-oriented;large-scale sports events are bid to make up for the shortage of quantity and quality of stadiums and gymnasiums;stadiums and gymnasiums are incorporated into the urban development plan to become the city's coordinates;and community sports facilities are popularized throughout the city.(3)Through the sports cities of New York,London,Japan and other developed countries,it is found that the advantages of the supply of sports venues abroad lie in :the popularity of sports city facilities in developed countries and the low cost of citizen participation;the efficient supply of sports venues,the large population of sports participation and the wide income group;social organizations effectively communicate the government and sports venues,participate in operation and management,and form a benign interaction.;Professional sports clubs enter sports venues to help the development of the city.(4)Calculating the supply efficiency value of Shanghai stadiums and gymnasiums from 2016 to 2018 according to the DEA super-efficiency model,it is found that the comprehensive technical efficiency value is "v" font,2018 compared with 2016;the technical efficiency value is basically linear growth,indicating that the system structure of public service is reasonable;the scale efficiency value is linear decline,indicating that the resource allocation of stadiums and gymnasiums still needs to be optimized;in scale compensation,2017 and 2018 are both scale benefit decreasing stages,indicating low supply efficiency.(5)Case studies show that the construction of sports venues with social capital investment is the most efficient,and the privatization of sports venues can promote effective supply.Dongfang sports center has some problems,such as relying on financial subsidy income,operating and management obstacles;people's gymnasiumhas insufficient allocation of resources,lack of sports talents and so on;LKGY private sports venues have high investment risk,land circulation disguised to increase the cost of public participation and so on.(6)The government should bear the main responsibility of the effective supply of stadiums and gymnasiums,both top-down top-level design and bottom-up combination of supply and demand.Adhere to the principles of social public welfare,market opening and accountability and supervision,people-oriented,actively promote the transformation of the service-oriented government.(7)Measures to innovate the effective supply of stadiums and gymnasiums include: government inter-departmental deep cooperation,co-conformity of achievements,top-level design and planning of stadiums and gymnasiums,promotion of urban sports complex construction and supply local professional sports events independent intellectual property rights,development of intangible assets,strengthening the cultural brand supply of stadiums and gymnasiums;building a big data network platform to realize the supply of smart stadiums and gymnasiums...
