Research On The Fairness And Efficiency Of The Enrollment Policy Of Top-notch Innovative Talents In Universities

Talent is the core of the nation's comprehensive national strength competition.The training of top innovative talents is not only the key to building an innovative country,but also an indispensable historical requirement for China to realize the great rejuvenation Since the 21st century,a number of top-notch innovative talents enrollment policies have been introduced.In 2020,“strengthening basic disciplines plan" was launched to strengthen the recruitment and cultivation of top-notch innovative talents.Therefore,this paper explores the fairness and efficiency of the selection of top-notch innovative talents under the background of the "Top Talents Training" initiative,and provides empirical evidence and suggestions for improving the recruitment of top innovative talents.First of all,it reviews the recruitment policies of top innovative talents such as independent admission,trinity comprehensive admission,college special plans and strengthening basic disciplines plan,and describes the development process,admission procedures,and admission goals of the four admission policies.Among them,this paper highlights the longest-running independent admissions policy.It summarizes the changes in the talent selection orientation and fairness tendency of the independent admission policy,and also analyzes the changes of the new policy in 2019 from three aspects:admissions policy,admissions procedures,and strengthening supervision.Secondly,based on the research of independent admission policy,this paper analyzes the fairness and efficiency of the selection of top innovative talents in 2019,and finds that the selection of top innovative talents has reduced the impact of regional and family cultural capital differences on higher education admission opportunities.The top-notch innovative talent enrollment policy plays an important role in promoting fair admissions.Besides,the top-notch innovative talent enrollment policy is efficient.The students selected through the top-notch innovative talents enrollment policy have stronger comprehensive capabilities than the students selected by ordinary college entrance examinations.However,the reform of the top-notch innovative talents enrollment policy in 2019 has not significantly improved the recruitment efficiency.Then,this paper uses the college freshman questionnaire survey data to establish a regression model and finds that in the selection of top-notch innovative talents,although the selected students perform better in various aspects compared with the unselected students,the comprehensive ability advantage is not obviously and the selection results are greatly affected by family income and place of residence.The selection of top innovative talents still needs to be improved in terms of fairness and efficiency.The evaluation mechanism for the selection of top-notch innovative talents in universities needs to be further improved.Finally,in order to improve the fairness and efficiency of top-notch innovative talents enrollment policy,and provide suggestions for the implementation of the 2020 strengthening basic disciplines plan.based on the analysis of the fairness and efficiency of the selection of top innovative talents in 2019,The following suggestions are proposed in this paper:reasonably determine the number of selected places,improve the comprehensive quality evaluation,enhance the scientific level of college assessment,attach importance to sports testing;the government strengthens support for areas with backward education,university admissions policy gives preferential treatment to poor and remote areas,primary and secondary schools actively explore and innovate new model for talent training;establish top-notch innovative talent recruitment supervision committees,establish and improve the admissions information disclosure platform,and strengthening public supervision.
