Practical Research On The Governing Policies To Control "Fever Of School Selection " In Pidu District, The City Of Chengdu

The education policy of the 18 th National Congress of the Communist Party of China is clear: Full efforts should be made to run people-satisfied education.In the Third Plenary Session of the 18 th CPC Central Committee,something else has also been put forward.That is,efforts should be made to promote the fair development of basic education by making full use of the Internet technology to expand the coverage of high-quality education resources,gradually narrow the gap and eliminate the big challenge of school selection.Under the guidance of these ideas,China has further improved the system of nearby enrollment,requiring all primary students and more than95% of junior students to enter nearby schools.However,Survey on Enrollment of Compulsory Education in Pidu District carried out by the research has found that 42%of families still choose to select among relatively good schools instead of a nearby one,It shows that the problem of school selection in Pidu District is still very serious.Therefore,the thesis tries to find a way to better control the problem in Pidu District.Firstly,this thesis analyses the recent policies of nearby enrollment,and finds these policies have some shortcomings in terms of specific clarity,and that there are some problems in the way of governance,such as strict control of demand and neglect of supply.Then,the study carries out an investigation of the practice of these policies in Pidu District,which shows that improvement should be done in the adaptability of policy and environment,policy supervision,policy feedback and some other aspects,especially in the aspect of the adaptability of policy and environment.Following these problems comes the solution to control Fever of School Selection.That is,the government should adjust its solving thought-from administrative governance to public governance,from governing demand-side to reforming the supply-side structure.On this basis,this paper proposes solutions from three aspects :(1)improve the legal system.(2)improve the quality of education supply side.(3)optimize the structure of education supply side.We should take multiple measures to explore a way to develop quality education and cool down the "school choice fever".
