| Education policy is the public policy for the Chinese government to solve the social problems in the field of education.The value choice of education policy is a value choice made by the government to realize the public interest,in order to solve the public problems in the education field,and adjust the social relations in the educational field.In the value research of educational policy,the research of value selection is the premise and basic work.Only with a clear understanding of the value choice of educational policy can the legality and effectiveness of the policy be correctly studied.At the same time,the value of value choice of education policy is also the basic work of the government governance behavior in the field of education.According to the research path of public value theory,using value selection as the basic unit,and analyze the value conflict and value conflict management through the text of value policy,so as to observe the governance behavior of Chinese government in the field of education.This article on the undergraduate education policy in the new era,based on public value theory,through the qualitative research,the 107 undergraduate education related policy text code analysis,sorting out the new era of undergraduate education policy,and the value selection collection based on close relationship,affiliation,hierarchy structured,finally form the three value "education policy activities,education policy,and education policy value standard" the core class value structure.Finally,from the formed value structure,analyze the existing value conflict,put forward the value conflict management suggestions,to provide optional undergraduate education value conflict management strategies for undergraduate education managers. |
