The problem of school dropouts in deeply impoverished Tibetan areas has long been one of the obstacles to the balanced development of local compulsory education and the role of education in poverty alleviation.At present,with the new round of strengthening the policy of "controlling dropout and guaranteeing schooling",the problem of dropout in compulsory education has been solved to some extent.This study selected A County in Gansu and B County in Qinghai as the research objects to investigate the current status of the implementation of the local "control dropout" policy.Adopt survey and research methods as the main method,collect data through questionnaire,interview,observation,and physical collection methods,and then use SPSS20.0 to analyze and process the questionnaire data.A total of 2908 samples of students and 487 samples of teachers were collected.By analyzing the status of A and B counties controlling dropouts according to law,mechanism controlling dropouts,quality control dropouts,poverty alleviation control dropouts,security control dropouts,organizing and publicizing control dropouts.The study found that the indicators of the consolidation rate of compulsory education in the two counties were completed ahead of time,the establishment of a dropout control mechanism was basically reasonable,the safeguard measures were highly targeted,the change of parents' ideology and concepts,and the change of teacher management methods.It also found that the two counties had the problems of potential dropouts,poor return education,the failure of students to open their learning outlets,and low awareness of policy target groups.Through theoretical analysis,it is found that the causes of the above problems are complex and diverse.In terms of policy implementation,the content of publicity is insufficient,the means of publicity is inappropriate,the number of executives is insufficient,and the content of policy implementers is biased.The development of junior middle school integration education has been slow.In addition,the implementation effect of the policy is affected by the natural environment,economic environment,social and cultural environment,school environment,family environment,and individuals themselves.So,in the era of "post-control drop-out insurance",This study believes that to further promote the implementation of the policy,it is necessary to increase the thrust from the inside,form a support force outside,and form a joint force inside and outside,focusing on strengthening school protection measures.Specifically,internally,first of all,the government should continue to strengthen its leadership,take into account the establishment of a long-term mechanism for "control dropouts",and secondly,carry out various forms of publicity centered on schools to further increase the awareness of policyrelated content,Once again improve the supply of education,increase the enthusiasm of persuading returnees,students with learning difficulties,and tired students,once again accelerate the integration of junior high school general education,and broaden the export of students in Tibetan areas;externally,first of all,further improve the construction of teachers in Tibetan Areas of Gansu and Qinghai,To create a unique team of teachers,and secondly to increase financial support for education in Tibetan Areas of Gansu and Qinghai region,concentrate financial resources and material resources to tackle the "hard bones",and again use administrative power to guide the development of the social and cultural environment,build the school environment in many ways,and create students "Love" homes,and finally multi-platform assistance to create a good family environment and enhance family education capabilities.
