| In the new round of global economic and technological competition,the cultivation of highly skilled talents has become the core of education strategies of all countries.Building a country with skills is the education strategy that the British Conservative government has been adhering to since 2010.From Cameron to Johnson,a series of skilled personnel training policies of several governments are both in one continuous line and constantly updated.This study uses the literature research method and comparative analysis method,takes the relevant bills and policy documents on the cultivation of highly skilled talents released by the British Conservative Party after 2010 as the research object,and analyzes the background,content,implementation and characteristics of the development of the British Conservative Government’s high-skilled talents cultivation policy respectively according to the Macaul-Weber policy analysis framework,and finally makes an evaluation.First of all,Industry 4.0 puts forward requirements for the quality of skilled talents.Brexit and the epidemic have exacerbated the imbalance between the supply and demand of skills in Britain.In this context,the British Conservative government has started a new round of skills education reform.Secondly,after 2010,the Conservative government’s high-skilled talent training policy aims at cultivating more and better quality high-skilled talents required by the country,forming a rights distribution system that includes multiple stakeholders such as employers,governments,education and training institutions and individuals,and building a financing mechanism shared by the government,enterprises and schools.At the same time,through reforming the apprenticeship system,updating the vocational education curriculum system,improving the vocational qualification framework,improving the education supervision system and other specific measures to promote the implementation of the policy of training highly skilled personnel.Then,it concludes the characteristics of the Conservative government’s high-skilled personnel training policy: the policy goal points to the gradual improvement of the level of skilled personnel training;Adhere to the policy concept of employment-oriented and lifelong learning;It has formed an operation mechanism led by employers,dominated by the government,and actively participated by education and training institutions and individuals.Finally,based on the evaluation criteria of public policy,this paper objectively evaluates the economy,effectiveness,equality and sustainability of the British Conservative government’s high-skilled talent training policy.Based on the foregoing,the paper puts forward suggestions on the formulation and implementation of China’s high skilled personnel training policy:Improve the policy making process,and clarify the goal and direction of the training of highly skilled personnel;To construct a comprehensive and diversified approach to the implementation of the policy of training highly skilled personnel and a quality assurance system to promote the effective implementation of the policy;Joint efforts to strengthen the social consensus on training highly skilled personnel. |
