With the transformation and upgrading of China's social and economic structure,many people are blocked from employment because they cannot adapt to the development and change of the market and cannot meet the skill requirements of enterprises for workers.In order to solve this problem,the Chinese government has organized a series of employment training services to help people with employment difficulties improve their skills so as to quickly adapt to the market demand and achieve employment.As an important part of the work of public employment service,public employment training plays an important role in stabilizing employment and alleviating structural employment problems.At the same time,it also has an important effect on ensuring the survival and development of vulnerable groups and promoting social equity and justice.However,there is the “cream-skimming” phenomenon in public employment training services.It is that the groups most conducive to meeting the bureaucratic success criteria are more likely to be selected into public employment training programs,while the disadvantaged groups most in need of training services are often avoided or receive low-quality services.This phenomenon not only damages the public value of public services,but also aggravates the sense of relative deprivation of the excluded groups to some extent,which is not conducive to the stability and development of the society.At present,foreign scholars have done a lot of research on the “cream-skimming” problem in public employment training programs,but domestic scholars have only begun to pay attention to it.So as to avoid the occurrence of the“cream-skimming” phenomenon in public employment training and promote the benign development of China's employment training services,this paper attempts to explores the nature of the problem and its causes from the “cream-skimming” phenomenon in China's public employment training services.From the perspective of value analysis,this paper analyzes the key value factors affecting the generation of “cream-skimming” in China's public employment training services.The paper consists of five parts: the first part introduces the research problems of this paper,summarizes the existing research progress and deficiencies at home and abroad through literature review,and clarifies the research contents,research ideas and research methods of this paper.The second part selects the theory of public goods,thetheory of public choice and the theory of public value management as the theoretical basis of this research,and makes the value choice in the theoretical elaboration to form the general theoretical views on the research issues.The third part describes the current situation of “cream-skimming” in public employment training services and points out the key value factors affecting the production of “cream-skimming” in public employment training services.The fourth part makes an in-depth analysis of the value factors affecting the production of “cream-skimming” from the three dimensions of value standard,value goal and value realization.Finally,the fifth part draws the conclusion of this paper.
