Nowadays,the major topic of education research is the key competencies.As an important part of the key competencies of high school students,the key competencies of the discipline is the value of education,also the correct opinion of value,the necessary character and the key ability which students formed by subject learning progressively.With the deepening of the new round of basic education reform,it is awaiting to be studied that how the key competencies are implemented in the the real teaching.Learning evaluation is an important item in teaching work.It is also crux of implementing the key competencies.Building learning evaluation system based on the key competencies to achieve the integration of "teaching,learning and evaluation" can help students evolv the key competencies.Based on the in-depth analysis of high school chemistry curriculum standards(2017 edition),this study takes Elective 3 of high school chemistry curriculum(PEP edition),the structures and qualities of substances,as an example,the key competencies as basis,and the six dimensions of Wiggins' s learning for understanding as the working framework,to design questions based on real or complex situation which grow out of existing fine instructional design and readings,and build a new learning evaluation system for the implementing of the key competencies.This paper takes each chapter as a large unit to put forward the core concept and design fundamental problems.It also takes each period as a small unit to design teaching aims,evaluation targets and situational questions,and builds an evaluation criterion based on the six dimensions of learning for understanding for the situational questions.All of these build a complete learning evaluation system.This learning evaluation system provide resources for teachers who working on the first-line teaching to evaluate teaching effect and make reverse teaching design.It also provide a new thought for implementing the key competencies in the real class based on the characteristic of chemistry.This study also researches how this learning evaluation system is used in the first-line teaching,and conduct a feasibility test for realizing the goal of "promoting teaching by evaluation and learning by evaluation" by this way.
