Throughout China's urban and rural development in the past 70 years,from the formation of the urban-rural dual structure to urban-rural integration,urban-rural development integration,and then urban-rural integration,although China's rural development has made great progress,the overall urban-rural development model is mainly urban development,supplemented by rural development.With the in-depth implementation of the new urbanization and rural revitalization strategy,China should not only narrow the existing urban-rural gap,but also change the passive following position of taking the city as the guide and promoting agriculture by industry.The development strategy of urban-rural integration focuses on the current development of China,such as the flow of urban and rural elements is not smooth,the allocation of public resources is not reasonable and other prominent contradictions and problems.As the most important resource element,human capital is the key factor to realize the integration of urban and rural development.In this context,it is of great significance to study the impact of human capital on the development of urban-rural integration.Urban-rural integration is hindered by two major issues: the imbalance of urban and rural development and the inadequacy of rural development.Based on the dual economic structure theory and endogenous growth theory,this paper analyzes the path and effect of human capital's role in the integration of urban and rural development from three levels: human capital stock,human capital structure,and human capital quality.In order to further quantitatively analyze the impact of human capital on the development of urban-rural integration,this paper first constructs urban and rural comprehensive development indicators,and uses these two indicators to draw on the degree of integration model to build an urban-rural integration development model to measure China's urban-rural integration level.Then,this paper takes the level of urban-rural integration as the explanatory variable,human capital stock,human capital structure,and human capital quality as the core explanatory variables.Using inter-provincial panel data from 2005 to 2018,a multiple regression panel model is constructed to test the role of human capital in urban and rural The effects of integrated development and spatial heterogeneity.The theoretical research results of the role of human capital in urban-rural integration development show that human capital has an impact on the upgrading of industrial structure through production and consumption.The upgrading of industrialstructure is conducive to the realization of rural development and balanced development of urban and rural areas,thus promoting the development of urban-rural integration.According to the measurement results of urban-rural integration level,the national urban-rural integration level is in the middle level,the eastern region is in the middle level,the central region is in the middle level,and the western region is in the middle level.The results show that there is "Matthew effect" in the development of urban-rural integration in China.The higher the level of urban-rural integration,the faster the development of urban-rural integration,while the lower the level of urban-rural integration,the slower the development of urban-rural integration.Improving the level of human capital can promote the development of urban-rural integration,which can be achieved by increasing the stock of human capital,reducing the difference of human capital structure and improving the quality of human capital.With the upgrading of the industrial structure,its impact on the development of urban-rural integration will gradually change from suppression to promotion.Economic development and urbanization have a significant positive impact on the development of urban-rural integration,and reasonable allocation of educational resources is conducive to the development of urban-rural integration.In addition,there are regional differences in the effect of human capital on urban-rural integration development.Human capital plays the largest role in promoting the development of urban-rural integration in the eastern region,followed by the central region and the western region.Among them,the key to the integration of urban and rural areas in the eastern region is to improve the quality of human capital,the central region is to reduce the difference in human capital structure,and the western region is to increase the human capital stock.
