Taiyuan Public Sports Service System Construction And Empirical Research

Following Beijing's successful hosting of the Olympic games,general secretary Hu Jintao proposed the goal of transforming China into a sports power.in order to comprehensively promote the implementation of "healthy China" and promote the construction of a sports power,we must start from the transformation of the sports development mode.a modern and perfect public sports service system is the inherent requirement of the sports development mode and the government's measures to serve the people's livelihood.In the Outline of Building a Powerful Sports Country,it is emphasized to implement the national fitness strategy and perfect the national fitness service system.In view of the top-level design of the country,the Shanxi provincial government has formulated the Implementation Plan for National Fitness in Shanxi Province(2016-2020).In order to further improve the public sports service system in Taiyuan City of Shanxi Province and promote the construction of "Healthy Shanxi",this paper takes Taiyuan City as an example to carry out the research on the construction of the public sports service system.This research takes Taiyuan's public sports service system as the research object,using the methods of literature review,Delphi method,questionnaire survey,mathematical statistics,analytic hierarchy process and other research methods,and combining expert opinions,it constructs Taiyuan's public sports service system consisting of 6 first-class indexes and 27 second-class indexes.In order to establish a scientific public sports service system,this paper follows the principles of scientificalness,operability and adaptability.On the basis of consulting a large number of documents,through experts' scoring results of "importance" and "operability" for each index,SPSS statistical analysis software is used to calculate the average value and coefficient of variation,and finally 6 first-class indexes and 27 second-class indexes are established.The first-class indexes include sports venues and facilities service system,sports social organization service system,social sports instructor service system,sports activity service system,sports information service system and national physique monitoring service system.The weight coefficient of each level index is calculated by using analytic hierarchy process.The weight of the first level index is: sports facilities service system is 0.4003,sports social organization service system is 0.2272,social sports instructor service system is 0.1073,sports activity service system is 0.1255,sports information service system is 0.0627,and national physique monitoring service system is 0.0770.At the same time,according to the Taiyuan public sports service system established by this research,an empirical study has been carried out.The results show that:(1)the Taiyuan public sports service system established conforms to the construction principles of this research;(2)Taiyuan's public sports service system can basically meet the basic requirements of the Taiyuan people.
