As early as 2015,Dalian of Liaoning Province issued the "5 + 22" talent innovation policy,which initially formed the framework of the talent policy system of Dalian.In 2019,Dalian once again promulgated the talent policy,and the "people's war" became increasingly fierce.At present,the lvshun Economic and Technological Development Zone has not formulated a sound talent development plan,talent introduction policy and management regulations,lacking a sound talent introduction policy system,and has not formed a talent plateau for economic and social development.The lack of talents in lvshun Economic and Technological Development Zone is quite different from the demand for talents in national development zones.What causes the difficulty of introducing talents,how to retain the excellent talents and reduce the rate of brain drain have become the major problems urgently needed to be solved by the government of lvshun Economic and Technological Development Zone.From the government's point of view,this paper studies the restrictive factors of talent introduction in lvshun Economic and Technological Development Zone and the countermeasures to improve talent introduction.By combing the literature at home and abroad,it provides a theoretical basis for empirical research.This paper first introduces the background of lvshun Economic and Technological Development Zone and its human resources status quo,expounds the general situation of the talent policy system of lvshun Economic and Technological Development Zone,and analyses the negative impact of talent shortage on lvshun Economic and Technological Development Zone.Then select the heads of human resources departments of several enterprises in the jurisdiction to conduct interviews,preliminary understanding of the constraints of talent introduction,according to the analysis of interview results,design questionnaires,and conduct a questionnaire survey on the constraints of talent introduction for employees of enterprises in lvshun Economic and Technological Development Zone.After the questionnaire was collected,SPSS 25.0 statistical software was used to process the sample data,and the restrictive factors affecting the introduction of talents in lvshun Economic and Technological Development Zone were determined.Then the main reasons for the lack of talents in lvshun Economic and Technological Development Zone were diagnosed as follows: personal factors;enterprise factors;and social factors.Based on the diagnostic findings,this paper puts forward some countermeasures and measures to facilitate the introduction of talents in lvshun Economic and Technological Development Zone: first,to establish a talent introduction policy and broaden the channels for the introduction of diversified talents;second,to improve the talent introduction mechanism and enhance the overall level of talents;third,to optimize the talent development environment.Enhance the construction of talent environment by supporting environment.
