The Study On Talent Policies Of L Economic And Technological Development Zone

Talent,as the key element promoting economic and social development,have been increasingly regarded as the most valuable resources by all countries.Our country has always attached great importance to the work of talent,and always regards talent work as a major strategic task,and constantly explores the establishment of a personnel working mechanism adapted to our country's economic system.In different historical periods,different policies and policies have been formulated to attract and train all kinds of talents and play an important role in economic construction,cultural development,scientific and technological innovation,industrial change and system reform.In this context,the L economic and Technological Development Zone,as part of the Central Plains Economic Zone,actively responds to the decision and deployment of the central and provincial committees and provincial governments,and further implements the strategy of talent priority development and talent strong province.Since its establishment in 1992,15 policies and measures have been put forward for the sustainable development of the land,and good results have been achieved.On the basis of learning from the latest research achievements of domestic and foreign talent policy theory,this paper analyzes the salary factors,market environment factors and government behavior factors which affect the flow of talents,and expounds the theoretical model and method of building a good talent policy system.Then,by means of empirical analysis,the basic situation of current talent policy in L Economic and Technological Development Zone is described.Through quantitative analysis,structural analysis,comparative analysis and policy analysis,the implementation effect is evaluated in the specific work of talents,and existence and put forward the problems and defects of talent policy in the aspects of planning,making,implementing and evaluating.Finally,based on the talent policy theory and the construction model,this paper puts forward the general idea of improving the talent policy of L Economic and Technological Development Zone,which is used as a guide,and expounds in detail stepping up importing high-level and short-supplied talents,riching in the specific measures to train,encourage and guarantee talents in order to improve the effectiveness of the talent work.
