During 80’s of Jiangsu Province, because of the broad participation of professional and technical, the township economy is booming as a symbol of the transformation "from agriculture to industry". In 90 s of twentieth Century, Jiangsu province opening to the outside world as an opportunity, by using all kinds of professional talent as the support. Jiangsu province has achieved the transformation from export-oriented economy to an export-oriented economy. However, in old time Jiangsu province has the advantage about abundant and cheap labor, recently it began to shrink slowly, the labor market we ever feel endless is also began to wither, Jiangsu province should decide on what path to follow? How to realize the third transformation of their own? In the new period time in history, Jiangsu province to drive innovation as the core strategy of economic and social development, deploy and implement science and technology innovation project, and formed a distinctive orientation about technology innovation driven the transformation of economic. The key to achieve innovation drives the transformation and the upgrading of economic is talent, talent resources are the first resource, Jiangsu province will spare no efforts to promote the "two first" in the new historical period and the realization of sustainable development by solving talent problem.The policy about studying high-end talent introduction is the theoretical basic of complete policy system in Jiangsu Province. The talent policy research by academic circles of our country is still in the exploratory stage, it’s hindered the growth of talent work because of the delay. the state and government regard the talent more and more important, but the study on the high level talent policy is less, especially for the evaluation of high level talents policy. By using the policy about introduction of high level talents in Jiangsu province as a studying object, through a questionnaire survey in implementation and satisfaction of high-level talents introduction policy, revealing the existing problems of the policy about formulation and implementation high level talent in Jiangsu province in the process. For example, relevant supporting measures about high level talents introduction policy are not perfect, the publicity in policy must be more strength, the efficiency about the fund using in talent introduction is not high and lacking of the supervision to controlling of funds. In this regard, the government should start from three aspects in the concept level, system level and practical level to improve the high level talent in Jiangsu province. This paper proposes to establish the sense of "talent development" and "social talents" firstly. Secondly, to establish the sense of "cost-benefit", to raise the funding returns. In the next step, completing the evaluation mechanism of high-level talents, make the great benefit about talent. In the same time, perfecting the talents incentive fund management system, ensure all funds are used in high-level talent. Finally, to Strength the policy advocacy efforts, increase awareness of policy; formula local policy to improve the content of high level talents introduction.
