In recent years,due to the rapid development of social economy in Shanghai,the price of commercial housing keeps rising and shows a high trend,and the housing price has exceeded the actual payment ability of ordinary wage earners.On the other hand,due to the high concentration of industrial and commercial resources,Shanghai has attracted a large number of foreign population to live and work,and the continuous inflow of population further aggravates the contradiction between housing supply and demand.People are the first element of urban development.In the process of building an outstanding city in the world,Shanghai needs to gather talents from all over the world.To attract and retain people,it is necessary to implement housing first.This article in combing the Shanghai foreign resident population scale,the characteristic and housing policy,based on the data analysis through the official and professional institutions,questionnaire investigation and interview with unit method,respectively from Shanghai foreign resident population housing demand and supply in both directions,market and ensure,the supply of two channels of Shanghai foreign resident population housing situation has carried on the investigation and study.Through research,it is found that the main problem of housing supply side for migrant permanent residents in Shanghai is insufficient supply,which is mainly reflected in the following two aspects: first,the effective supply of affordable housing characterized by high commodity housing price and high social rental housing rent price under the market system is insufficient.The second aspect is characterized by the shortage of affordable housing under the government security system.Inadequate housing supply of Shanghai's migrant permanent residents is a symptom of the problem.Based on literature research and data analysis,this paper makes an in-depth analysis of the phenomenon of inadequate housing supply of Shanghai's migrant permanent residents according to the theory of market supply and demand,and finds that the underlying problems include four aspects.To be specific,the problems on the housing supply side are that the housing supply system of migrant permanent residents has not been completely established.The main body of housing supply for migrant permanent residents is relatively single,which leads to the lack of competition in housing market.The housing source channels of migrant permanent residents are relatively single,which leads to serious homogeneity of housing products.On the demand side of housing,the main problem is that the payment capacity of migrant permanent residents is relatively insufficient,and the effective demand for housing with high housing price and high rent is insufficient.Then according to the theory of market failure,government failure theory,from the housing supply side to explore the causes of housing supply problems of foreign permanent residents.The study found that the core factor of housing production--land supply is the core crux;Limited resources and capability of the government,the key body to solve China's social problems,are the main reason.On the basis of cause analysis,emphasis on Report of the Nineteenth National Congress on housing supply large lateral structural reform orientation,system,goal,namely "insisted that the house is used to live,not to stir the orientation,we will accelerate the establishment of a multi-agent supply,multi-channel support,hire purchase and housing system,let all the people live in a house",is to address the issue of Shanghai foreign resident population housing supply basic train of thought.According to Report of the Nineteenth National Congress on side of housing supply structure reform spirit guide,based on national conditions and local conditions in Shanghai,from the perspective of enterprise cooperation to build the government and the state-owned enterprises and institutions to build public housing schemes to improve foreign resident population housing supply,according to the theory of public goods theory,market failure,government failure theory,this paper expounds the necessity and feasibility of the construction of public housing enterprise cooperation.Finally,according to the PPP theory,the connotation,objectives and specific cooperation framework scheme of cooperative construction of public housing by Shanghai municipal government,district government and state-owned enterprises and institutions are designed,and the cooperation mode,division of responsibilities,property right setting,financing scheme and risk sharing scheme of the two sides in the construction of public housing project are clarified.This paper hopes to provide reference for improving housing supply of migrant permanent residents in Shanghai through the framework program of public housing construction in cooperation between Shanghai municipal government and state-owned enterprises and institutions.
