Study On The Government Supply Of Public Care Services In Songjiang District,Shanghai

The age of 0-3 is the first development stage of human growth.The scientific intelligence training and character molding for young children in this period have an important impact on their future growth,and also laid a good foundation for their personal development.The nurture service of developed countries started earlier.In recent years,with the continuous development of China's economy,the level of national income has been continuously improved,and the family has paid more and more attention to early childhood education.However,due to the work time and other problems,although the family has a strong demand for early education but the supply of care service is insufficient,the voice of the government's public care service is becoming more and more high.According to the statistics of the national Ministry of health in 2017,the average admission rate of 0-3 year old infants in China is only 4%,of which only 10% of the young children in urban areas are placed in the city.This data is far below the rate of 50% in the developed countries.According to the data of the Shanghai women's Federation,the demand rate of young children's trusteeship service in Shanghai has reached nearly 90%.In this case,more than 70% of the families hope that the nursery class can be set up in the community.Thus,the lack of childcare services for 0-3 year old infants is one of the key problems hindering the second child policy.At present,public childcare services in China can't meet the demand,and theincreasing demand makes public care policies and institutions become the focus of attention of the whole society.However,as far as the current situation is concerned,most areas do not have the conditions to popularize the care service in an all-round way,so it is the urgent task to build the supporting institutions and train the relevant personnel in various regions to meet the relevant standards faster and better.In 2013,the Ministry of education took Shanghai as a pilot area for early education at the age of 0-3,which stipulated that the pilot areas should fully integrate education,health and community resources,and set up an early childhood education service system based on kindergartens and maternal and child health care institutions and oriented to the community and guidance to parents.Although some achievements have been made in family guidance and community activities at the age of 0-3,the supply of public care services is seriously inadequate.After nearly five years of pilot promotion,the early education center of the 15 districts of Shanghai,in addition to the opening of the pre education parentage class,only had four day care classes,among which the number of Putuo District was the largest,and a total of sixteen day care classes were set up.However,the opening of these day care classes is only a cup of water compared with the huge demand,and the serious shortage of public care service is the biggest problem in the current Chinese preschool education.Due to the lack of regulation and policy of the care service,the limits of the scope of government supply,the unclear body of the management and supervision department and the shortage of nurture teachers,the supply and demand of nurture in Shanghai is becoming more and more scarce and the contradiction of admission is increasing.This paper,taking Songjiang District of Shanghai as an example,analyzes the existing problems of the public care institutions in Songjiang District on the basis of the relevant research on public care at home and abroad,and analyzes the existing problems of the public care institutions in Songjiang District by means of questionnaire and interview methods.The study in the region will provide a practical reference for the development of public support in other regions and cities.The full text is divided into five parts.The first part is the related concept and theoretical basis of public care service,the second part is the development of Songjiang District publiccare service,the third part is the analysis of the government supply mode of Songjiang District public care service,the fourth part is the dilemma of the government supply of public care service in Songjiang District,and the fifth part is the reform.Policy recommendations for public supply services in Songjiang District.
