The report of the Nineteenth National Congress of the Communist Party of China points out that socialism with Chinese characteristics has entered a new era,and that the main contradiction in Chinese society has been transformed into the contradiction between the people's growing need for a better life and the imbalanced and insufficient development.In the economic field,the main manifestation is the transformation between old and new kinetic energy,in which the supply of talents in the development of agricultural enterprises is becoming increasingly prominent.With the industrial upgrading and the adjustment of economic structure,agricultural enterprises put forward higher requirements for talents.The mechanical and homogeneous graduates i n the past are difficult to respond to the challenges brought by industrial upgrading.However,at the present stage,the talents trained by agricultural colleges and universities are out of line with social needs,which seriously hinders the effective operation of school-enterprise cooperation.On the one hand,this situation stems from the insufficiency of theoretical support,including the inadequate depth of theoretical research on school-enterprise cooperation mode,the imperfect top-level design-related research;the serious lack of research on the level of national institutional norms;the obvious lag of theoretical research behind practical exploration;on the other hand,it stems from many problems and difficulties existing in the practice of school-enterprise cooperation in Vocational Education in China,such as schools and enterprises.The lack of understanding between enterprises and enterprises,the dislocation of objectives and the absence of supply of government system,etc.Based on this,through the analysis of a cooperation case between a secondary vocational school and an agricultural listed enterprise in southern Henan,this paper explores the demands of agricultural enterprises in school-enterprise cooperation,the problems existing in personnel training of relevant vocational colleges and the role orientation of local government in school-enterprise cooperation,and clarifies the position of enterprises,schools and local governments in cooperation and their responsibilities.Responsibility,in order to build an effective operation of school-enterprise cooperation mechanism,to promote economic and social development.The study found that,as far as enterprises are concerned,the current agricultural enterprises actively participate in school-enterprise cooperation,in addition to the guiding role of the government,the more important intention is to obtain high-quality talents and advanced technology in cooperation.At the same time,as an important part of school-enterprise cooperation,enterprises will have a significant impact and guidance on the training of school talents and scientific and technological innovation in the process of cooperation,which in itself guarantees the realization of enterprise interests to a certain extent.Of course,school-enterprise cooperation is not only the cooperation between schools and enterprises,but also the participation of the government.As an administrative organ of the state,the government plays a role of coordinating the interests of all parties and safeguarding the interests of all parties in school-enterprise cooperation.The government not only provides a strong legal backing for the realization of the interests of enterprises by formulating a series of laws and regulations,but also escorts the interests of enterprises through policy inclination and incentives.Therefore,the ultimate effective realization of school-enterprise cooperation is conducive to achieving a win-win situation for both sides of school-enterprise cooperation,that is,enterprises obtain high-quality labor force;vocational college students obtain reliable employment channels,and the social employment rate is improved.The study finds that,as far as the school is concerned,the demand and supply of talents in the society are concerned,the demand of both enterprises and schools can not be met.Especially in Vocational schools,there are prominent difficulties in personnel training,including difficulties in recruiting students,restrictions on students,serious shortage of"import"of personnel training;low professional quality of teachers in Vocational education,lack of "double-qualified"teachers;serious disconnection between education and teaching,personnel training and social needs;low employment rate of graduates and low social recognition.Faced with these problems,we must base ourselves on reality,combine the actual situation of both social development and cooperation,innovate talent training mode,and take the road of market-oriented talent training.The study finds that on the one hand,the government can not only make the masses and enterprises realize the importance and necessity of school-enterprise cooperation through public opinion,create a positive ideological orientation for school-enterprise cooperation,but also build a strong backup for school-enterprise cooperation by improving the relevant laws and regulations of school-enterprise cooperation.In theory,in the process of school-enterprise cooperation,the government has the functions of macro-orientation,organization and coordination,policy guarantee,information service and supervision and evaluation.In the specific process of school-enterprise cooperation,the government can mobilize the enthusiasm of enterprises by guiding policies,perfecting and standardizing systems and coordinating interests.By formulating corresponding rules and regulations,the government can restrain and guarantee the participants,so that each participant can pursue their own interests on the basis of meeting the ru les,thus forming a sustainable development of school-enterprise cooperation.The dynamic mechanism enables the school-enterprise cooperation to proceed smoothly and the interests of all parties to be realized finally.Therefore,school-enterprise cooperation is a cooperative community involving schools,enterprises and governments.To build an effective model of school-enterprise cooperation,it is particularly important to clarify the status and responsibilities of the three parties in the cooperation.In order to further improve the mechanism and function integration of school-enterprise cooperation,it is necessary to strengthen the supply of school-enterprise cooperation system in vocational education so as to institutionalize and standardize school-enterprise cooperation,establish and improve the mechanism of interest consultation and contradiction resolution in school-enterprise cooperation in Vocational education,and improve the multi-channel funding guarantee mechanism dominated by government investment,so as to lay a solid material foundation for the development of Vocational education.
