Research On Supportive Policies For Higher Education In Midwest China

With the development of China's economy,the problem of imbalanced and inadequate development of higher education in China has become increasingly prominent,especially in the Midwest and the eastern coastal regions,where there is a large gap in the level of university development and overall teaching quality,and the distribution of higher education resources is unfair.The problem is getting worse.President Xi Jinping emphasized: "Accelerate the modernization of education,build a strong country for education,and run a satisfactory education for the people." Higher education in the central and western regions,as a weak link in China's education,urgently needs to support and promotion.In order to change the backwardness of higher education in the central and western regions,the state has issued a series of supporting policies including counterpart support to higher education institutions in the western region,the revitalization plan for higher education in the Midwest,and "province and ministry joint construction" and "ministry and province joint construction" to develop higher education.This article adopts the method of literature research and interview.The paper summarized the basic situation of supportive policies for higher education in the Midwest.Taking the latest “ministry and provincial joint construction” as an example,combining national policy documents and interview content,this paper combs the problems existing in the supportive policies for higher education in the central and western China,and provides opinions and suggestions for its policy trends.In addition to the introduction,this article consists of five parts,the content of which is as follows:The first chapter states the relevant concepts and theoretical basis of this paper,and explains the meaning of supportive policies in higher education in the Midwest.The second chapter focuses on the policy background,content and objectives of supportive policies for higher education in the Midwest ofChina.The third chapter analyzes the basic situation of supporting policies for higher education in the Midwest of China from three aspects: the number of universities,the number of students and teachers,and the investment in education funds.Taking the "ministry and provincial joint construction" as an example,this paper analyzes the operation of “joint construction” universities from the situation of school running,division of labor in operation,and the results of policy operations,and puts forward the problems that still existing in the development of the "ministry and provincial joint construction" universities.The fourth chapter analyzes some problems that still existing in supportive policies for higher education in the Midwest,including the complex relationship between the subjects of the "joint construction" policy,which makes it difficult to form synergy;the policy environment in the Midwest is backward,and the policy tools are single;Insufficient policy and lack of effective incentives;inadequate policy promotion and imperfect evaluation mechanism.The fifth chapter addresses the problems raised in the fourth chapter,and puts forward feasible suggestions for the supporting policies of higher education in the Midwest,including Streamlining the relationship between policy subjects and optimizing the divided functions;Improving the policy environment in the Midwest;Increasing resources priority and promoting policy upgrading;Strengthening policy promotion and improving examination mechanism It is hoped that this policy can be further optimized,promote the rapid development of higher education in the Midwest of China,and continue to promote the education towards equity.
