The 19th National Congress of the Communist Party of China proposed to perfect its preschool education system so that every child can enjoy fair and quality education.With the transformation of government functions after the 19th national congress of CPC,in order to build a service-oriented government and ensure that all preschool-age children receive education,the education department began to implement the public welfare supportive policy in preschool education,whereas the public welfare supportive kindergartens developed significantly.Over the past decade,governments at all levels in Fujian province have practiced the people-centered policy,made endeavor to explore and improve various effective policies,and therefore promoted the public service of the public welfare supportive kindergartens.However,problems such as insufficient education funds,low-quality preschool education resources,poor infrastructure of rural Kindergartens,unreasonable layout of urban kindergartens,unqualified preschool teachers,and the quality of education,which still lags far behind the increasing demand of the people for high-quality preschool education.The Fifth Plenary Session of the 19th CPC Central Committee put forward the requirements of "building a high-quality education system" and "improving the guarantee mechanism of public welfare supportive kindergartens".With the implementation of the "three child" policy,the reform and development of preschool education is facing new situations and greater challenges.Based on the theory of service-oriented government and education cost sharing,the author first analyzes the statistical data of the development of private public welfare supportive kindergartens,and then carries out questionnaire surveys and interviews for children’s parents and private preschool education practitioners.Thirdly,she reviews the policy in preschool education in the province,and finally concludes the reasons for the dilemma of private public welfare supportive kindergartens,and then puts forward some relevant suggestions for further development of the private public welfare supportive kindergartens.Due to financial constraints,weak foundation of preschool education and imperfect relevant policies,public welfare supportive pre-education in our province is still lag behind.In the future,we should adhere to the principle of public welfare support,continue to expand public welfare supportive pre-education by developing both public and private kindergartens,guarantee and supervise the funds,materials and teachers of private kindergartens.We should also coordinate the development of public welfare supportive preschool education in urban and rural areas.Only in this way can we further consolidate the achievements of public welfare supportive preschool education and speed up the construction of a high-quality development system of preschool education.Only in this way can we further promote the modernization of preschool education governance system and governance capacity,and therefore comprehensively improve the quality of preschool education and satisfy the whole nation.
