Research On The Influencing Factors Of The Implementation Effect Of The Government Supporting Policies For Private Higher Education In Shaanxi Province

Since the Reform and Opening Up in China,the non-governmental higher education has achieved great progress with the help and support of the country,government and all sectors of the society.And it has covered the shortage of the resource of the public higher education to some degree,and played an important role in increasing education resource,promoting education innovation,improving education efficiency,boosting education justice,releasing employment pressure,enhancing social stabilization and accelerating talent cultivation.It has been the important power to influence China education reform,promote the historical progress of China education and social and economic development,and the indispensable and important component of China's socialist education career.It has made great contribution to the development of our country's higher education.According to the principle of “Those who benefit shoulder the burden”,the beneficiary of the non-governmental higher education are the country,government,society and the educatee,among which,the country is the biggest beneficiary.Therefore,the financial support of the country's public finance for the non-governmental higher education should be a kind of necessity.Though Shann'xi Province has introduced a series of supportive policy of the government for the non-governmental higher education,the development of the non-governmental higher education is still hindered in the practical operation,and there are still a lot of questions in implementing the supportive policy,and the executive effect is not very satisfactory.Starting from executive effect of supportive policy of the government for the non-governmental higher education in Shann'xi Province,framed by the theory of Smith Model,this paper spares no effort to explore the factors influencing the sustainable development of the non-governmental higher education through the detailed analysis on the four aspects of the policy itself,executive subject,object group and policy environment,obtain the reasons by detailed analysis,put forward the measures and suggestions for improving so as to establish the scientific and reasonable system of supportive policy,enhance the executive effect,optimize the executive environment of the policy,and promotecontinuously the vigorous development of the non-governmental higher education in Shann'xi Province.
