Talent is the first resource for a city's development and the core competitiveness of a city's sustainable development.With the advent of economic globalization and the information age,the impact of factors such as capital,raw materials,and general labor on urban development is gradually weakening.On the other hand,the important position of talents has become increasingly prominent.The successful experience of the world's first-tier cities shows that the rapid growth of human resources is the most direct and important driving force for the current development of cities.Therefore,talents,especially high-level talents,have become the key resources that various cities compete for.In recent years,the Xindu District of Chengdu is comprehensively promoting high-quality urban development.The thirst for talents is stronger than ever before.How to attract a large number of talents through the implementation of talent policies has become an urgent issue in Xindu District.It is also the focus of this study.This paper takes the implementation of talent policy in Xindu District of Chengdu as the research object,takes expectation theory,human capital theory and ERG theory as the theoretical basis,studies the implementation of talent policy in Xindu District of Chengdu through literature research,on-site interview and questionnaire survey,analyzes the collected relevant information,and finds out the implementation of talent policy in Xindu District of Chengdu The existing problems,such as insufficient publicity of talent policy,the scope of benefits to be expanded,the implementation efficiency is not high and the implementation accuracy is not enough,etc.It also analyzes the policy itself,the subject of policy implementation,the object of policy implementation,and the external environment of policy implementation.At the same time,it draws on the advanced experience of domestic developed cities,and based on the reality of Xindu District,it puts forward four operational countermeasures,including: deeply understanding the core meaning of policy-making,and constantly improving the decision-making mechanism of policy-making,accurately grasp the path and method of policy-making to optimize the existing talent policy system;promote the implementation of talent policy by giving full play to the main role of policy implementation,establishing and improving the working system of policy implementation,and constantly strengthening the supervision and management of policy implementation;mobilize the enthusiasm of implementation objects by reducing the cost of talent introduction and education and optimizing the application process of talent policy;The environment conducive to the implementation of the policy will be created by strengthening the publicity and promotion of talent policy,building a platform carrier for attracting talents with characteristics,and creating a livable and professional talent development environment.It is of great significance for the implementation of the talent policy and the continuous and effective development of talent work in Xindu District.
