Research On Dilemma And Countermeasures Of Employment Policy Implementation For College Students In Chengdu

Employment is a hot issue generally concerned by all sectors of society,and it is also an important symbol of the government's ability to govern.The report of the 19 th National Congress of the Communist Party of China stated that higher quality employment should be achieved.The proposition of this goal fully reflects the higher requirements for government employment under the new situation,and also meets people's new expectations for a better life.It has far-reaching significance for improving people's lives,promoting economic development and building a socialist harmonious society.In recent years,with the rapid development of higher education popularization,the number of university graduates has increased significantly.In particular,the number of college graduates in 2020 will reach 8.74 million,a record high.With the current economic development entering a new normal and the acceleration of industrial structure transformation,macro employment pressure is increasing,and college students are facing new challenges in employment.This is not only related to the realization of personal value,but also to the happiness of thousands of families,but also to the harmony and stability of society and the long-term development of the country.This is why the government expands employment,highlighting the importance of employment.The Chengdu Municipal Government fulfills its government functions,and has effectively promoted the employment of college students by formulating the Chengdu University Students Employment Policy.Faced with multiple factors such as economic downward pressure and the expansion of graduates 'scale,the employment of college graduates has been significantly impacted.How to improve the effectiveness of the implementation of Chengdu University 's graduate employment policy is an urgent problem to be solved.By checking the literature on CNKI,the existing research results of the implementation of employment policy for college students in Chengdu are still in the blank.This article uses the theoretical model analysis method of Smith's policy implementation process,According to Smith's policy execution theory,Keynesian employment theory and human capital theory,from the aspects of college student employment policy itself,college students' policy implementation institutions,college student employment policy target college student groups and college student employment policy implementation environment,Analyze the reasons for the difficulties in the implementation of the employment policies of college students in Chengdu,and compare them with the implementation of the employment policies of the college students in Hangzhou and Wuhan,which are also new first-tier cities,It is concluded that Chengdu can learn from the experience of college students in implementing employment policies,Put forward countermeasures to solve the employment difficulties of college students in Chengdu,promote the steady development of the implementation of employment policies of Chengdu college students,and provide important theoretical support and practical experience for the implementation of employment policies of Chengdu college students.First of all,in-depth analysis of relevant domestic and foreign literature on the employment of college students,to collect relevant data on the employment of college students in Chengdu.Then use the analysis framework of Smith's policy implementation process model to reveal the practical dilemma faced by Chengdu college students' employment policy implementation process,and make an in-depth analysis of the causes of the Chengdu University student's employment policy implementation process.Finally,on this basis,put forward countermeasures and suggestions to promote the implementation of the employment policy of Chengdu college students.
