The existing problems in our country current job market are grim employment situation for college students and shortage of talents in grass roots. The central government has been introducing a lot of relevant policies and measure to try to overcome the structural dilemma. Although some achievements have been made, but the overall situation of college students’ employment at the grass roots is still not optimistic. In this paper,take the policy implementation as perspective to discuss how to promote the smooth implementation of the policy so as to guide college students to seek employment in grass roots and achieve long-term development. The paper defines and elaborates the related concepts and theories and makes analysis of the necessity of college students’ employment policy in grass roots. Also, the paper takes the Inner Mongolia region as an example to summarize the status quo of the policy implementation and the effect there of, finds existing problems via rearrangement and analysis, and conducts detailed study on the contributing factors by means of policy implementation theory model. The paper’s author, based on summary of some useful experiences both at home and abroad, puts forward the suggestions from the angles of the policy itself, policy implementation subjects, target groups, grassroots environment, colleges and universities, the agencies and enterprises, and discusses the ways to promote the policy’s smooth implementation via relevant measures’ improvement and perfection, improvement of the policy implementation subject’s quality, establishment of correct employment values for the target group, improvement of grassroots environment, construction of the agencies’ service system, change of the way of talents training in colleges and universities and improvement of talent attraction ability of small and medium-sized enterprises, provide a new thought regarding smooth implementation of college students’ grass roots employment policy, then to promote the policy’s smooth implementation,with a view to better guide college students to work and live in grass roots, thus to ease college students’ employment in Inner Mongolia, and accelerating the development of grassroots create a good situation.
