Whether the industrial structure matches the employment structure is actually a problem of adequate allocation of resources.The healthy development of the economy requires that the industrial structure and the employment structure can develop in harmony.Heilongjiang Province attaches great importance to the development of emerging industries,especially strategic emerging industries,and the cultivation and further expansion of strategic emerging industries is an important strategic task for economic development.However,there is currently a problem of mismatch between emerging industries and employment in Heilongjiang Province.The existing human capital cannot meet the needs of the development of emerging industries.According to the Catalogue of Urgently Needed Talents in Key Industries(Industries)in Heilongjiang Province(2017-2018),professional and technical personnel accounted for 56%,skilled personnel accounted for 27%,management personnel accounted for 17%,equipment manufacturing,new generation information technology,modern biology and other emerging industry-related industries are also among the industries in shortage of talent.At the same time as the shortage of technical skills,the unemployment rate in Heilongjiang Province is higher than most provinces in the country,which shows that there is a lag in the transformation of the employment structure,and it has not been able to adapt to the development of emerging industries.The thesis takes the emerging industries and employment structure of Heilongjiang Province as the research object,and analyzes the development of emerging industries and employment structure.It uses a survey analysis method to systematically sort out the current development of emerging industries in Heilongjiang Province,mainly including high-end Equipment manufacturing,a new generation of information technology industry,new energy industry,energy conservation and environmental protection industry,new materials industry,biological industry and other strategic emerging industries,combined with the qualitative analysis of employment volume and employment structure,and then found the existence of software and information in Heilongjiang Province The development of the technology service industry is relatively slow,the employment of the tertiary industry is mostly concentrated in the low-end service industry,the coexistence of unemployment in the low-end industry and the human capital labor gap,and the obvious differentiation of the employment industry of college graduates.By further exploring the cause of the problem,it was found that the causes were mainly concentrated in the government's support priorities,the loss of human capital,the transformation of unemployed people in traditional industries,and the establishment of college majors.Through the use of relevant data of listed companies and quantitative analysis usingcoordination coefficients and structural deviation coefficients,it is found that the old and new industrial structures and the employment structure of Heilongjiang seem to be basically in a state of matching,but there are still labor gaps in emerging industries and traditional industries.The phenomenon of labor surplus;there are labor gaps in the primary,secondary and tertiary industries within the emerging industries,of which the secondary industry is relatively coordinated and the tertiary industry is the most to be developed.On this basis,in response to the existing problems of emerging industries and employment in Heilongjiang Province,it is proposed to introduce relevant policies to promote the overall development of emerging industries,reduce human capital outflows,and strengthen the skills and training of workers to countermeasures to promote the employment structure of Heilongjiang Province quickly adapt to the development of emerging industries.
