Employment is the greatest livelihood.In the nineteen major reports of the Communist Party of China in 2017,the government proposed to improve the quality of employment and the level of people's income.We should adhere to the employment priority strategy and the positive employment policy,so as to achieve higher quality and full employment.In order to improve the employment quality of the province,Heilongjiang province has also been increasing investment in human capital in the province,strengthening top-level design of talent work,strengthening the docking of talent supply and demand,and speeding up the adjustment of talent structure.In 2017,Harbin city issued "on further support the development of key industries to attract talents from a number of policy",the introduction of high-level talents to talents training,support,motivation,from the establishment of financial support to the system,the formation of a high level of talent,lack of talent,college graduates need tight,entrepreneurship policy system of different talents group complete,such as issued in the province of employment graduates 30 thousand yuan angufei,as the leading technical personnel issued 2-4 million funding and living subsidies;in support of entrepreneurial talent,science and technology innovation support up to 1 million yuan.But the Heilongjiang province is the resource type city and traditional industries,in the process of reform in the supply side there will be a lot of need for the enterprises and laid-off workers,"13th Five-Year" to the province during the resettlement of 62 thousand people,the Dragon coal group is 50 thousand,2017 11 thousand,2018 is expected to the resettlement of 14 thousand people,2019-2020 the placement of 800 years.These resettlement workers and laid-off workers themselves have less human capital stock,older age,lack of new skills,and poor reemployment ability.Their re employment and employment quality problems will further aggravate the already severe form of employment in the province.Therefore,how to scientifically and effectively through the research of Heilongjiang human capital investment impact on the quality of employment to solve the employment problem in Heilongjiang Province,improve the employment quality,labor and human capital investment in China and how to improve the quality of employment in the study of policy measures,with some exploration value and practice significance.By reading the relevant research,summarizes the impact of domestic and foreign investment in human capital on employment quality,and expounds the influence of the actual quality of employment status and problems of human capital investment to the quality of employment problems in Heilongjiang Province,found that investment in human capital existing in the professional setting of dislocation,and the market demand of both supply and demand contradiction occupation training prominent,imperfect social security system,analyzes the causes and learn from the excellent experience at home and abroad,and finally puts forward some countermeasures to improve the employment effect of human capital investment in Heilongjiang Province:the industry upgrade to the professional orientation,adjust the setting mode,training each industry innovation and standardized implementation of enterprise training system,strengthen the occupation of state-owned enterprises incentive the mechanism,give full play to the health care function of medical insurance,speeding up the social insurance as a whole "Internet plus",improve the employment service system,to create human capital incentive mechanism,strengthen the legal protection of labor employment etc..
