In recent years,the "counseling fever" has continued to heat up,causing widespread concern.The strong demand for high-quality educational resources from parent groups has spurred the rapid development of the extracurricular tutoring industry in primary and secondary schools,and has also provided a huge source market for primary and secondary tutoring institutions.As a result,all kinds of extracurricular tutoring institutions have blossomed everywhere in the region.However,under the guidance of huge interests,the development of extracurricular tutoring institutions in primary and secondary schools has been uneven and mixed,showing a chaos of "more,lower,expensive,fake,super" and so on.In February 2018,the Ministry of Education and the four departments jointly issued a "Notice on Effectively Reducing the Extracurricular Burden of Primary and Secondary School Students to Carry out Special Governance Actions for Out-of-School Training Institutions",and local education departments carried out special governance work for extracurricular tutoring institutions.With the continuous efforts of all parties,although some achievements have been made in the governance of extracurricular tutoring institutions,there are still many problems.Therefore,it is of great significance to study the current situation of the governance of extracurricular tutoring institutions in primary and secondary schools in China,and to point out the problems existing in the governance process,to regulate the legal operation of extracurricular tutoring institutions,protect the interests of parents,and establish a governance system and mechanism suitable for Chinese national conditions.According to the relevant policies of the National Governance Extracurricular Tutoring Institutions,this article concludes that there are four main bodies of institutional governance: education administration,extracurricular tutoring industry associations,extracurricular tutoring institutions,and parent groups.Clarify the main body of governance,facilitate the clarification of the main responsibilities and governance methods,and lay the foundation for problem discovery,cause analysis,and governance path selection.This article takes the H district of Chongqing as an example,selects the staff of the education administration department,the person in charge of the tutoring institution,the teaching teacher,the parent group and other objects to conduct interviews and questionnaire surveys.The following problems were found in the governance of theextracurricular tutoring institutions in Area H:(1)The governance regulations of the extracurricular tutoring institutions were imperfect,and the responsibility for implementing the multi-department joint governance mechanism was lacking;(2)The use of the management service platform of the extracurricular training institutions was not good;(3)The industry association of extracurricular tutoring institutions has not been established;(4)The system construction of extracurricular tutoring institutions is incomplete;(5)Some operators give priority to education over interests and the awareness of participating in professional training seminars on institutional governance is weak;(6)The concept of parent group education is incorrect,Choice is irrational.According to the problem,conduct attribution analysis:(1)lack of clear governance regulations for extracurricular tutoring institutions;(2)single-function design of the management service platform of the extracurricular training institutions and little publicity;(3)lack of foundation for the establishment of industry associations of extracurricular tutoring institutions;((4)Some managers have biased values;(5)The discriminatory ability of the parent group is not strong;(6)Each subject plays games with each other to maximize their own interests.Based on the above conclusions,in order to further improve the governance status of extracurricular tutoring institutions in primary and secondary schools,from the four levels of joint government governance,assisted governance by industry associations,internal governance of tutoring institutions,and assisted governance of parent groups,corresponding improvement measures and suggestions are put forward to find ways to improve governance issues.Ways and find ways to play the role and value of different subjects.Actively explore a road to the governance system of counseling institutions that truly suits China's national conditions,the convergence of interests of all parties,and the extensive participation of members of society.
